SUPERVISORY GENERAL ENGINEER
What you'd do
You will serve as the N41 Utility Water, and Energy Division Director, SUPERVISORY GENERAL ENGINEER, in the N4 Facilities and Environmental, of COMMANDER NAVY REGION HAWAII.
Major duties
You will be responsible for performing specific administrative and technical tasks for NRH utility contracts and projects, ensuring compliance with terms under the guidance of a senior engineer or manager. You will be accountable for the leadership, management and control of the Utilities and Energy Product Line and will be responsible for planning and executing the energy and water conservation program for the FEC and CNIC Navy Region. You will provide expert advice to senior colleagues and or agency officials responsible for broad program operations and give significant and innovative recommendations for advancing programs and methods to execute projects throughout the Region. You will analyze aspects of utility systems, such as short-circuit currents, system voltage levels or power system impedances, across commodities, capabilities, and NRH installations. You will lead and support development of project scopes, preparing cost estimates, and performing design reviews across personnel, departments, and echelons. You will have the knowledge and background for oversight and support to integrate policy and operations across the breadth of division responsibilities.
What you need to qualify
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience directing or developing comprehensive strategy, policy, and integration plans for energy, water, and utility programs across a large organization or region; Experience managing complex financial and operational utility programs, specifically including utility consumption/rate analysis, utility billing, and the execution of project funding (such as ERCIP or other large-scale capital improvements); Experience supervising or leading a multidisciplinary technical team (such as engineers, program managers, and analysts), including assigning work, evaluating performance, identifying skill gaps, and fostering a collaborative learning environment; Experience building networks and collaborating with internal stakeholders and external utility providers to identify and leverage alternative authorities, funding opportunities, and strategic partnerships that achieve installation energy and water resilience; Technical experience overseeing the operation of utility infrastructure and building systems, including the implementation of advanced metering, reporting, and ensuring compliance with federal or agency-level mandates; Experience articulating, presenting, and defending complex, sensitive, or controversial utility issues (such as funding shortfalls, rate hikes, or critical vulnerabilities) to senior leadership and a wide range of audiences to influence decision-making.
