Major duties

Leads the review of management systems and business processes during operational assessments, which includes fact-finding, analysis, and the formulation of findings and recommendations. Performs reviews across key areas, including Contract Receipt and Review (CRR), Contract Closeout (CCO), Forward Pricing (FPR), Contractor Business Systems (CBS), Contract Audit Follow-Up (CAFU), Contract Cost/Price Analysis, and Government Property. Provides input for comprehensive reports, participates in discussions with DCMA management about findings, and advises supervisors on issues that may require changes to DCMA policy. Acts as the contracts functional assessment leader for on-site assessments, which involves planning, directing, and coordinating all activities of the site visit. Identifies resource needs, formulates team membership, provides advice to assessment leaders, develops plans and milestones, and reviews findings from other examiners for inclusion in the final report.

What you need to qualify

To qualify for a Contract Administrator, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. And B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector.. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Analyzing and resolving complex contract issues using contract administration theories, principles, concepts, standards, and methods. Using analytical and evaluative methods, as well as contract management policies and processes, to conduct assessments and formulate findings. Gathering and evaluating information concerning complex management systems using management and organizational principles and methods. Negotiating effectively with management to accept and implement recommendations, which may involve substantial resources or significant changes to established procedures.
