Major duties
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Performs assignments that are agency-wide in scope and have significant impact on issues facing the operating unit. Conducts business impact assessments of field and headquarters operations, serves on task forces or study groups, and performs independent analyses of area or nationwide program operations. Comprehensively plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, teams, or interfacing administrative systems. Independently studies complex problems facing operating unit functions or those of particular concern within specialized areas of the organization. This may require coordinating input from activities outside the division and identifying new methods of performing work. Participates with cross-functional representatives on nationwide activities within the operating unit, including workplans, business plans, etc. Conducts studies and analyses to support operational reviews, measure achievement of goals, execution of plans, compliance with directives, and utilization of resources. Analyzes assigned program area(s) to discern trends in program delivery. Consolidates report data to measure effectiveness in meeting baselines or the degree to which program plans and achievements support strategic agency initiatives. What you need to qualify
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement. QUALIFICATION REQUIREMENTS: GS-14 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position must include: Analyzing tax administration issues, legislative and enforcement changes, and program requirements to determine impacts on taxpayer correspondence, communication products, procedures, and business operations; Developing, revising, or implementing taxpayer correspondence products, policies, procedures, and communication strategies involving tax law, compliance, account management, and taxpayer service requirements; Conducting comprehensive reviews and analyses of correspondence programs, products, processes, or operations to identify systemic issues, assess impacts and risks, and recommend effective solutions; Applying program management, strategic planning, and process analysis principals to develop or implement new or substantially revised correspondence programs, products, policies, or procedures involving multiple stakeholders or organizations; Communicating technical, policy, or program information through briefings, written reports, decision documents, proposals, or recommendations to management, stakeholders, or cross-functional organizations; Providing technical guidance and expertise on correspondence, including resolving issues and developing recommendation that support program, policy, or operational decisions. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.
