Management & Program Analyst
What you'd do
The Management and Program Analysts align under the Department of Veterans Affairs, Member Services (MS), within Organizational Management & Development (OMD), Workforce Management (WFM) section and provides forecasting and scheduling for Member Services Operations staff to include establishing statistical sampling techniques and workload trend analysis that is designed to improve the efficiency of work operations.
Major duties
Major Duties include the following: Analyzes organization's mission, work process methods and procedures in order to develop workload factors and statistical indicators. Identifies staffing shortages and assists in the development or recommendations for corrective actions. Analyzes and prepares program status reports for review at all levels. Collects and analyzes data to determine effective application of policies and procedures. Prepares a variety of recurring and special action reports utilizing data from various files and records. Applies analytical and evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of Member Services activities. Participates and provides significant input in planning and management studies. Gathers, analyze, and evaluate complex, factual, historical, and statistical data to independently develop and coordinate concept plans and trend data. Promotion Potential: None Work Schedule: Full-time, Monday through Friday from 9:00 am - 5:30 pm Central Time Zone Telework: This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to in person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA owned or leased space. Return to Office (RTO): RTO mandates are in affect and selectees will be required to report to in person work unless they have an approved exemption already in place.
What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2026. Time-In-Grade Requirement (GS-11): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For these GS-11 positions you must have served 52 weeks at the GS-9. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Please Note: Time-In-Grade requirements also apply to former VA employees applying for reinstatement with CTAP eligibility. You may qualify based on your Specialized Experience and/or Education as described below. Specialized Experience (GS-11): You must have one year of Specialized Experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of Specialized Experience include the following: Examples of Specialized Experience includes: (1) Analyzes organization mission, work process methods and procedures in order to develop workload factors and statistical indicators; (2) Identifies staffing shortages and assists in the development of recommendations for corrective action; (3) Establishes statistical sampling techniques and accomplishes workload trend analysis; (4) Analyzes program objectives and recommends revisions as necessary. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., (if related) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of Specialized Experience and Education beyond a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., (if related). You will be rated on the following Competencies for this position: Analysis and Problem Solving Analytical Reasoning Decision Making Organizational Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary although some slight physical effort may be required.
