What you'd do

This position is designated as SES, General. USDA structures its SES positions into position levels. This is a position level 2 with a salary range of $204,122 to $216,010 per year. Exceptions to the salary cap may be considered in certain circumstances. SES employees are also eligible to receive bonuses and performance-based awards. Major duties

Consults and advises the Secretary, Deputy Secretary and Assistant Secretaries, working groups on food and agriculture policy, and agency officials on substantive matters relating to effectiveness of USDA programs. Maintains day-to-day working relationships with senior officials and staff at OMB to present and justify Department policy positions concerning budget operations and the allotment and apportionment of funding. Oversees the processes for reviewing and analyzing agency proposals for the apportionment and allotment of funds for consistency with the budget and other Department policies and to identify issues that require policy-level attention. Articulates and defends policy, program and budgetary decisions of the Secretary of Agriculture before appropriate forums including Congressional hearings, meetings with high level Congressional staff, and Executive Branch agencies. Directs and coordinates the budget operations support for Departmental staff offices including the formulation of funding materials and the execution of budget actions in support of the functions and responsibilities of the affected organizations. Through subordinate supervisors, guides and controls the USDA budget execution, operations and coordination work.

Your resume should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs. 1. Merit and Competence: This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. (Competencies: Accountability, Developing Others, Executive Judgement) 5. Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. TECHNICAL QUALIFICATION (TQ): In addition to the ECQs, applicants must clearly demonstrate in their resume that they meet the following technical qualification(s). Describe your executive level experience providing authoritative advice and counsel to senior officials on complex financial, budgetary, and resource management matters, including developing, communicating and implementing strategic solutions to highly technical and complex organizational challenges. Describe your executive level experience building and sustaining trusted internal and external business partnerships and collaborating across organizational boundaries to address enterprise-wide challenges, deliver outstanding customer service, and lead a high performing, efficient, accountable, and engaged workforce.
