This is a Direct Hire Authority (DHA) solicitation utilizing the DHA to met Critical Hiring Needs to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a PERMANENT position as Roads and Maintenance Supervisor with the Directorate of Public Works, Fort Buchanan, PR.
Major duties
Serves as Foreman over the Roads and ground Branch, exercising full supervisory responsibility over work operations. Plans weekly and monthly work schedules and sequence of operations for subordinates. Selects workers and assigns tasks to be performed. Develops performance standards, counsels employees on performance and makes formal and informal performance appraisals. Schedules and approves leave of subordinates.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Roads and Ground Maintenance Supervisor ~ without more than normal supervision. I have the ability to perform the most difficult and complex task to include: 1) executing administrative oversight to optimize operational workflows; 2) directing all aspects of performance standards; 3) counseling employees on performance or; 4) planning weekly or monthly work schedules for subordinates. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORTS: Handles and carries tools, equipment and testing devices. Work is normally performed at sites where most of the equipment can be reached from the floor or ladders. The incumbent may occasionally use platforms, scaffolding, hoists, holders and pulleys in performing the work. The position requires frequent standing, walking and climbing and occasional stooping, bending, kneeling and work in tiring or uncomfortable positions. WORKING CONDITIONS: Most of the work is performed inside. Occasionally work is performed outside on top of tall buildings and in cramped areas with low overheads. The incumbent is exposed to gas, smoke, ash, scalding water, carbon monoxide poisoning, gas, oil and sulfur fumes and toxic refrigerants. Goggles, respirators, heavy aprons, hard hats, protective gloves, facemasks and protective clothing are provided to mitigate the adverse conditions and exposure to known hazards.
