Administrative Officer
What you'd do
This position is directly responsible to the Associate Chief of Staff (ACOS) for Research & Development (R&D) and through him to the Chief of Staff for the oversight of the administration of the Research and Development programs at the Nebraska Western Iowa Health Care System. The position will be responsible for the day-to-day operations of a highly complex, multifaceted research program supporting both clinician and non-clinician researchers.
Major duties
Major duties include: Responsible for the coordination and interface of VA Research projects and activities. implements mechanisms to administer and account for research resources. Serves as the financial manager for the R&D program, responsible for its overall fiscal and budgetary integrity. Review budgetary requirements for personnel, equipment, and supply requirements. reviews all proposals submitted for VA funding. develops and maintains liaison and coordination with Headquarter elements, Network and Medical Centers. Plan work to be accomplished by staff, setting short term priorities and planning schedules for work completion. Evaluate the performance of staff under supervision. Assign work based on priorities taking into consideration task difficulty, requirement of assignment and capabilities. Work Schedule: Mon - Fri 7:30 AM to 4PM Compressed/Flexible Schedule: Not Available Telework: This position may be authorized for ad-hoc telework. Telework eligibility will be discussed during the interview process. Position is physically located in Omaha, NE. This is not a remote position. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer. To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Grade Requirement: For CTAP eligibility, an applicant's selection priority applies when the vacancy: (1) is at a grade or pay level with a representative rate no higher than the representative rate of the grade or pay level of the CTAP eligible's permanent position of record; (2) has no greater promotion potential than the CTAP eligible's permanent position of record; (3) is in the same local commuting area as the CTAP eligible's permanent position of record; (4) is filled during the CTAP eligible's eligibility period; and, if applicable, (5) is filled under the same excepted appointing authority as the CTAP eligible's permanent position of record if the CTAP eligible is an excepted service employee and the agency CTAP provides selection priority in the excepted service. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating the acquisition of supplies, equipment, and services for research facilities. Overseeing the maintenance of accurate records that reflect the location and condition of inventory items. Managing and coordinating all Contracting activities and sales agreements. Executing and advising on budget formation for all program functions to include determining long range needs and costs of the organization. Developing and monitoring expenditure plans to ensure that funds are used accordingly and that optimal utilization funds are accomplished. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
