Major duties
Conducts reviews of a variety of assigned financial management, support and administrative functions throughout the Military Pay, Retired and Annuitant Pay and Commercial Pay operations. Develops recommendations for modifications or correction of deficiencies and makes follow-up examination of those areas previously reported as deficient to ensure corrective action has been taken. Monitors and evaluates operations and systems for effectiveness and compliance with internal controls, validity of input and outputs, and sufficiency and accuracy of records of financial operations for completeness and reliability. Evaluates various problems as they occur within the Military Pay, Retired and Annuitant Pay and Commercial Pay Business Lines, or as the result of documentation received from other agencies. Analyzes and evaluates Military Pay, Retired and Annuitant Pay and Commercial Pay financial management systems, public laws, governing policies, guidelines, rules, regulations, and precedents.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required. To be hired at the GS-09 grade level: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07 if applying at the GS-09 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience at the GS-09 level is defined as: Applying financial laws, regulations, policies and procedures while performing random reviews of disbursements for Commercial Pay. Organizes, collects, analyzes and presents a variety of data, information, and statistics related to Commercial Pay programs and projects based on reviews of disbursements. To be hired at the GS-11 grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 if applying at the GS-11 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience at the GS-11 level is defined as: Analyzes and evaluates Commercial Pay financial management systems, public laws, governing policies, guidelines, rules, regulations, and precedents. Provides advisory services to management in relationship to performance assessments and keeps them informed of inconsistencies in work processes within the Commercial Pay Business Line. You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
