Program Analyst
What you'd do
This position serves as a Program Analyst in the Office of Airports (ARP), Safety and Standards (AAS), Airports Safety and Operations Division (AAS-300), Airports Safety Policy Branch (AAS-310) and is responsible for managing various technical and administrative functions related to ARP's internal and external Safety Management System (SMS) programs.
Major duties
Serves as a subject matter expert in the use of Safety Management Systems (SMS) and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Utilizes experience and expert knowledge to provide technical advice and guidance to internal and external stakeholders on Part 139 SMS requirements, and polices and procedures related to the ARP's internal SMS program. Provides support and assistance with the implementation and execution of SMS requirements, including collaborating with other inter-agency Lines of Businesses/Staff Offices (LOBs/SOs) regarding FAA and International Civil Aviation Organization (ICAO) SMS efforts. Represents ARP senior management, in their absence, on FAA internal SMS boards and panels; and serves as the main liaison between ARP and the Aviation Safety Management (ASM) office to integrate safety and risk management efforts, ensuring an effective and centralized SMS program. Applies experience and expert knowledge of management analysis techniques to perform a wide range of complex analytical functions related to planning, management, and evaluation for ARP programs. Reviews and analyzes complex operational analyses; develops and coordinates reports for Congressional review; conducts business planning and goal development related to SMS; and completes highly visible and controversial tasks and ad hoc projects, as required. Provides guidance and direction to staff and teams conducting complex and controversial studies; coordinates analyses which may result in recommendations to improve organizational processes, structures, policies and regulations. Conducts management inquires and/or analytical analysis throughout ARP. Provides advice and guidance to senior APR management and other agency officials on complex issues that may directly impact policy and operational decisions affecting national and international safety programs that are managed and directed by ARP. Gathers, reviews and analyzes data from various airport safety databases to determine safety trends and root causes of accidents and incidents. Performs analytical-related duties, including developing and/or evaluating complex national programs, policies and management processes; reviews, analyzes and reports national program data by determining and developing baseline performance measures and comparing performance with the baseline. Collects and analyzes data, derives conclusions and makes recommendations based on those conclusions; prepares reports, graphs and charts and provides status updates, while identifying areas requiring further analysis. Gathers, validates and inputs technical data in preparation of monthly Business Plan targets, airport safety reports and dashboards; and provides written responses to airport safety issues raised by members of Congress, the National Transportation Safety Board, Office of the inspector General and the Government Accountability Office. Serves as a sponsor for airport safety research projects assigned to the FAA Technical Center. Receives and reviews safety research reports; and collaborates with employees and leadership at all organizational levels. Contacts are internal and external to the organization. Often represents the division and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/ policies/issues. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences. Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches.
What you need to qualify
SPECIALIZED EXPERIENCE IS DEFINED AS: Experience utilizing analytic and reporting tools such as Safety Management Systems (SMS) to collect, organize, analyze and report data. AND; Experience conducting and providing technical support for Part 139 airport inspections. --------------------------------------------------------------------------------------------------------------------- To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. Eligible applicants meeting the minimum qualification requirements and/or selective placement factor(s) (SPF) may be further evaluated on the Knowledge, Skills and Abilities (KSA) and/or Quality Ranking Factor (QRF) listed in the announcement.
