Division Chief
What you'd do
As a Division Chief at the GS-2210-15, you will be part of Ofc of the Chief Information Officer Office of Personnel Management. If selected the incumbent serves as a Division Chief and senior advisor responsible for the leadership, direction, and management of a highly visible information technology program that supports OPM's mission and customers.
Major duties
Directs the end-to-end planning and execution of complex, high-visibility IT programs and projects, including cost and schedule estimating, programming, budgeting, requirements management, risk management, systems development life-cycle activities, documentation, and service availability. Leads strategic and long-range planning, modernization, configuration changes, implementations, and enhancements for enterprise IT systems, network and communications infrastructure, and related services. Evaluates technology, products, and service options; develops operating procedures and technical guidance; manages procurement-related activities; and resolves difficult technical, operational, and service-delivery issues. Directs budget formulation, execution, reporting, and resource allocation for projects supported by appropriated and revolving funds; monitors expenditures, contract costs, interagency agreements, and service-level commitments; and identifies cost savings, automation opportunities, and operational efficiencies. Oversees contractor-supported work and multidisciplinary federal teams; monitors service levels, system uptime and availability, deployments, migrations, testing, audits, inspections, and pre-deployment readiness; and coordinates responses to incidents, crises, and emergencies. Advises OCIO senior leadership on IT strategy, investment, risks, laws, regulations, policies, and mission impacts. Represents OPM in executive meetings, conferences, briefings, negotiations, and discussions with agency and external stakeholders.
What you need to qualify
For the GS15: You must have one year of specialized experience equivalent to at least the GS-14 level in the Federal service, or equivalent, performing information technology systems-administration work that includes: Directing and integrating multiple complex enterprise IT programs or projects, including governance, cost and schedule, requirements, risk, systems development life-cycle activities, service delivery, or modernization. Managing enterprise IT infrastructure, systems operations, or technical resources; ensuring compliance, availability, service levels, contractor performance, procurement support, and evaluation of technology solutions. Managing substantial IT budgets, funds, contracts, interagency agreements, or resource portfolios; monitoring expenditures and project or financial reporting; and achieving measurable efficiencies or cost savings. Leading subordinate supervisors, team leads, or multidisciplinary workforces; setting priorities, evaluating performance, developing staff, planning workforce needs, and resolving difficult performance, conduct, or organizational issues. Advising senior executives and representing an IT organization with internal and external stakeholders; communicating recommendations, negotiating priorities or resources, and resolving high-impact program or technical issues. AND Competency Requirement: In addition to the Specialized Experience above, you must meet the competency requirements for the Information Technology (IT) Management Series 2210 as described below. A. You must have Information Technology related experience demonstrating each of the following required competencies, and must meet or exceed the *minimum proficiency level for each (Please see below section Minimum Proficiency Level): Attention to Detail - Is thorough when performing work and conscientious about attending to detail. (Level 4, Advanced) Customer Service - Works with clients and customers-that is, any individuals who use or receive the services or products that the work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Federal Government-to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; and is committed to providing quality products and services. (Level 4, Advanced) Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; and causes change. (Level 4, Advanced) Technical Competence - Uses knowledge acquired through formal training or on-the-job experience to perform the job; works with, understands, and evaluates technical information related to the job; and advises others on technical issues. You do not fully meet the competency requirements outlined in Option A, but I am requesting consideration as demonstrably well qualified to perform the work of this GS-2210-15 position. I possess appropriate job-related licensure, registration, certification, or special training that clearly justifies a high evaluation of my competence for the work of this position. Relevant evidence may include credentials or special training in enterprise information technology governance or service management; IT program or project management; cybersecurity or risk management; enterprise architecture; cloud, network, or communications infrastructure; IT acquisition or contract management; or another area directly related to the duties of this position. I understand that possession of a credential or completion of training does not automatically establish that I am qualified. I must provide copies of the applicable credentials or training documentation, and my resume and supporting documents must explain how this evidence demonstrates competence at the GS-15 level. or C. You do not fully meet the competency requirements outlined above, under the normal experience-based pathway described in above, but I am requesting consideration as demonstrably well qualified to perform the work of this GS-2210-15 position based on a substantial record of experience, achievement, and publications that demonstrates eminence in the appropriate information technology profession or technical field. My record includes significant accomplishments directly applicable to the duties and responsibilities of this position, such as directing major enterprise information technology programs or modernization initiatives; managing complex infrastructure, cybersecurity, service-delivery, budget, contract, or resource matters; advising senior executives on consequential information technology decisions; or leading multidisciplinary Federal and contractor workforces. I must provide supporting evidence, which may include published works, professional presentations, recognized innovations, major awards, professional leadership roles, or other documentation demonstrating exceptional professional or technical competence.
