What you'd do

This Detail position is a temporary position Not to Exceed (NTE) one year. It is located within the Birmingham VA Healthcare System (BVAHCS) and serves as the Chief of Business Management Service (BMS). The position has broad and sweeping responsibilities across the Healthcare system and the CBOC's and serves as the Subject Matter Expert for business operations and medical administration.

Major duties

Duties include but are not limited to: The Medical Administration Officer serves as the Chief of Business Management Service (BMS) and is responsible for the effective accomplishment of the overall Medical Administration program that is carried out through the administration of the professional and technical patient processes and programs such at Eligibility, Enrollment, Beneficiary Travel/Special Mode Transportation, etc. Provides guidance to BMS staff members and has daily interactions with administrative and clinical services of the medical center. Ensures that procedural, legal, and administrative requirements of the programs under their direction are met. Providing sound management practice and consults and participates with the executive leadership team in analyzing broad implications of higher levels of authority, laws, regulations, policies, as well as professional and administrative trends. The incumbent formulates proposals for executive leadership consideration, plans and initiates improvements in patient administration areas affecting the medical center mission. The incumbent participates in public speaking engagements, meetings, and public relations events. Serves or chairs, as required, on any medical center and VISN task groups and committees. The incumbent is responsible for the interpretation and correct application of the various statutes enacted over a period of many years and governing the admission of patients in the various legal categories. Develops both short and long-range policies and plans for the service to advance business practices that support patient care delivery of health benefits. The incumbent ensures that the Section Chiefs adhere to reporting requirements at all levels. Evaluates subordinate supervisors or leaders and serves as the reviewing official on evaluation of nonsupervisory employees rated by subordinate supervisors. Intervenes and settles discrepancies between segments of the overall Business Management operation and with other organization. The incumbent performs budget formulation, justification, and execution, financial management and financial reporting. Manages contracting and procurement for a large, complex service due to the many diverse program areas of the Business Management Service. Work Schedule: 7:30am - 4:00pm. Monday-Friday. Subject to change based on agency needs. Telework: This position may be authorized for telework. Telework eligibility will be discussed during the interview process. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2026. Specialized Experience GS-14: Do you have one year of specialized experience equivalent to at least the next lower grade GS-13, in the normal line of progression for the occupation in the organization? Examples of specialized experience would typically include, but not limited to: full delegated responsibility for planning, direction, control, coordination, operation, and evaluation of all medical center functions, serves as advisor to executive leadership and is responsible for providing sound management practices, analyzes the specific impact of such and seeks solutions to existing and possible future problems, formulates proposals for executive leadership consideration, plans and initiates improvements inpatient administration arears affecting the medical center mission. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
