Management & Program Analyst
What you'd do
This position is located in the Air Traffic Organization (ATO), Management Services, Technical Labor & Employee Development Directorate, Employee Development Group, Leadership Development Team (AJG-L32). This team's focus is the design, development, delivery, and evaluation of leadership development and talent management programs and processes, and the administration of learning management solutions for the ATO workforce.
Major duties
The Management and Program Analyst performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team and performs some leadership functions for projects/programs and other work activities, providing support for small team projects, programs, or work activities by preparing communications and related materials and coordinating responses to stakeholder and program participant inquiries. Applies experience and advanced knowledge of analytical methods and techniques to analyze and evaluate the effectiveness of programs and operations, and the efficiency of organizational processes. Provides analyses to support the creation, execution, and continuous improvement of end-to-end service delivery models, processes, and procedures from intake and scoping through delivery and evaluation. Evaluates process flows and supporting documentation, assesses their efficiency and effectiveness, and recommends process improvements. Gathers, validates, and documents customer requirements received through leadership and stakeholder channels to identify the scope desired learning solutions and document agreed-upon solution requirements. Plans or assists in planning assigned customer projects and assists in managing the team's project portfolio to establish and fulfill customer expectations and commitments within available resources. Analyzes trends in customer questions, requests, and needs, and shares findings with management to support continuous improvement of the team's learning solutions and services. Tracks and analyzes data and information from multiple sources to monitor compliance with established policies, procedures, and requirements, and identifies trends, issues, or areas requiring further review. Performs data collection, research, and analysis to support the evaluation and continuous improvement of training programs, processes, and services. Assists in developing and maintaining documentation and materials that are clear, easy to follow, and align with applicable customer and stakeholder requirements. Supports training program operations by maintaining program documentation, coordinating required resources, tracking program activities, and assisting with the collection of information used to evaluate training effectiveness. Administers surveys and analyzes results to evaluate training effectiveness and identify opportunities for continuous improvement. Engages and collaborates with program managers, subject matter experts, and other stakeholders as appropriate during work planning and execution to optimize progress and results. Demonstrates considerable independence in planning and managing assigned work activities and supports managers, project/program managers, and/or team leaders in planning and using assigned resources to accomplish projects, programs, and activities. Identifies resource needs and requests additional resources when appropriate. Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach. Identifies and analyzes routine problems and issues within assigned areas of responsibility and works with management and/or more experienced professionals to resolve more complex issues. Provides information, analysis, and recommendations to support problem resolution as appropriate. Contacts typically are internal and external, with regular contacts among major offices and organizations, customers, and other external parties to share information about the FAA and explain the applications of policies and procedures. The work is reviewed periodically at major milestones and at completion, for policy compliance and alignment with the requirements of the projects and work activities.
What you need to qualify
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-G, FG/GS-10/11 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. Specialized Experience is defined as: -Experience analyzing trends in customer questions, requests, and needs, and shares findings with management to support continuous improvement. AND -Experience analyzing and collecting data and work processes and procedures to identify problems. You should include relevant examples of the specialized experience in your work history.
