Management Analyst
What you'd do
This position is located in the Office of the Area Director for the Agricultural Research Service (ARS) in Peoria, IL. In this position, you will be responsible for coordinating and facilitating a wide range of activities related to the Area's Business Management portfolio and serving as a central point of contact/coordination for the Area research mission. .
Major duties
Works with the Area Director and Associate Area Directors in the development of the Area Business Management portfolio and the development and implementation of program strategic planning. Serves as the lead in the Area’s research delivery processes and programs. Coordinates all Annual Resource Management Plans (ARMP) activities and provides comments on ARMP strategic planning documents. Develops and manages data and reporting processes for the Area Director. Establishes annual strategic planning priorities and data delivery schedules and tracks related to information and data quality. Collects and reviews data from various sources to determine if procedures are contributing effectively to the accomplishment of mission and programs. Serves on formal and informal panels, task forces, groups, and meetings with internal and external organizations representing the Area Director and the Area.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level). GS-12 level - One year of specialized experience comparable to GS-11 in the federal service which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. Assisting with evaluating the effectiveness and efficiency of internal operating procedures; Assembling program data and working with leadership to generate recommendations for improvement; Working with and leading groups through various team activities to accomplish agency mission and goals; Providing technical and analytical support to management to develop and execute the Annual Resource Management Plans (ARMPs); and Analyzing Human Resources information to provide advice to the management officials regarding the implementation impact of the procedures, laws, regulations and policies. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
