Major duties
DUTY 1: Plans, organizes, and advises data management activities, ensuring the program office complies with legal and regulatory requirements and meets customer needs. DUTY 2: Represents organization with a variety of installation and functional area organizations. Represents MAJCOM and AF on Intelligence Community, Joint and DoD artificial intelligence (AI) committees and working groups. DUTY 3: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
What you need to qualify
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: extensive knowledge of and skill in applying the full-range of data management for artificial intelligence/machine learning (AI/ML) research, techniques, and practices; must have expert knowledge of the terminologies, methodologies, research and analytical techniques as applied to highly complex assignments and the ability to apply facts and estimates derived from numerous sources to a variety of problems having difficult technical aspects; experience working with computer-based tools for analysis and exploitation of large data sets; skilled in verbal and written communication techniques in order to produce professional quality reports, prepare and present briefings and participate in meetings, working groups, and conferences. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and ability to implement modern data management governance and policy supporting traditional data management services (records management, data life-cycle management, etc.) with new data management services and methodologies supporting artificial intelligence/machine learning principles and methods to reinforce ACC execution of Air Force Intelligence Strategies by understanding Air Force capabilities gaps, investments made by other federal agencies, and common enterprise data services and artificial intelligence services accessible by the Air Force. 2. Knowledge of the full range of modern data management principles and techniques from an Air Force and/or MAJCOM level. 3. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide command level staff guidance on various management programs and issues. 4. Knowledge of safety and security regulations, practices, and procedures. Ability to apply laws, executive orders, regulations, policies, and concepts pertaining to military and civilian personnel programs. 5. Ability to plan, organize, and direct the functions and staff, supervise, mentor, motivate, and appraise the staff of an organization and establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 6. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy, in working out solutions to problems or questions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week .VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
