About the Position : This position is located at Fort Meade, providing clinical adminstrative services to ensure high-quality patient care and facility operations. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.
Major duties
Coordinate civilian HR programs, staffing actions, and workforce operations to support mission readiness. Analyze workforce data, staffing trends, and organizational needs to recommend strategic workforce solutions. Oversee onboarding processes, ensuring smooth transitions from hiring to entry on duty and integration. Serve as the Drug Free Workplace Program Coordinator, managing testing schedules and reporting. Administer key civilian personnel programs such as DPMAP, telework, awards, tuition assistance, and reasonable accommodations. Provide regulatory interpretation, advisory support, and operational guidance to leaders, supervisors, and staff. Review complex personnel matters and develop recommendations for resolving HR issues and improving compliance.
What you need to qualify
Position is a GS-09 level with promotion potential to a GS-11. The position may be filled at either level, GS-09 or GS-11. If selected at the GS-09 level; noncompetitive promotion to the next grade level is authorized; pending time in grade requirements and demonstrated ability to perform at the next higher/target level grade duties. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Human Resources Liaison at the GS-09 level: Specialized Experience: One year of specialized experience which includes, 1.) coordinating civilian HR programs, staffing actions, and workforce support activities; 2.) analyzing workforce data and staffing trends to identify issues; 3.) providing guidance to supervisors and employees on routine HR matters; and 4.) preparing reports and briefings. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resource Management, Business Management, or Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Basic Requirements for Human Resources Liaison at the GS-11 level: Specialized Experience: One year of specialized experience which includes; 1.) Conducting research of civilian human resources policies to inform managers and employees with accurate guidance; 2.) Providing advisory support on regulatory requirements governing incentives, recruitment activities, and manpower processes; 3.).Extracting HR data from automated systems to produce reliable reports; and 4.) Recommending improvements to enhance efficiency across HR functions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resource Management, Business Management, or Business Administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
