Major duties

If selected, you will serve as the Budget Officer for the United States Attorney's Office for the Western District of Washington. You will be responsible for establishing and maintaining an integrated financial management system to include budgeting, accounting, acquisitions, support services/facilities, and financial reporting. Typical work assignments will include: Assigning work to subordinates based on difficulty of assignments and staff capabilities; Providing technical guidance, advice, and assistance to the Administrative Officer and the U.S. Attorney in the identification of future resource requirements, and in the planning and development of future budget requirements; Monitoring and preparing reports on actual and projected Full-Time Equivalent (FTE) allocations; Controlling administrative and program funds to assure that all issuances are not in excess of latest approved allowances; Managing the certification of obligations for the District to ensure financial transaction records are accurate; Preparing annual administrative budgets and operating plans; Ensuring that all regulatory procedures and guidance are followed in initiating all procurement actions; that funds have been certified as available, and that all required approvals have been obtained and documented; and Overseeing support services staff that is responsible for providing a broad range of services to the District, to include space management, telecommunications, purchasing supplies, furniture and equipment, inventory, and mail records.

What you need to qualify

GS-13: To be qualified at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level in federal service. Specialized experience is defined as experience serving as a financial management expert and developing, planning, implementing, and administering the full spectrum of budget and financial management activities. Examples of specialized experience include: analyzing and evaluating the effectiveness of financial management programs, systems, and operations in meeting established goals and objectives; developing financial policies to facilitate achievement of program goals and objectives; providing recommendations and alternative approaches to improve program plans, budget proposals, costs of operations, and program accomplishments; and providing technical guidance, advice, and assistance to senior management in the identification of future resource and budget requirements. Career Transition Assistance Plan (CTAP)-The CTAP provides eligible surplus and displaced competitive service employees in the Department of Justice with selection priority over other candidates for competitive service vacancies. If your Department of Justice component has notified you in writing that you are a surplus or displaced employee eligible for CTAP consideration, you may receive selection priority if: 1) this vacancy is within your CTAP eligibility, 2) you apply under the instructions in this announcement, and 3) you are found well-qualified for this vacancy. To be well qualified, you must satisfy all qualification requirements for the vacant position and receive a score of 85 or better on established ranking criteria.
