What you'd do

This position is located at a Service Unit within the Indian Health Service (IHS). The incumbent provides contract support, oversight, and technical expertise for service and supply contracts supporting facility operations. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

Major duties

Assist with assigned contracts, monitoring all phases from inception to completion. Provides guidance and assistance to program office staff on contracting office procurement lead times and assembly of complete procurement packages for submission to contracting office. Reviews draft procurement packages for completeness, clarity, and alignment with procurement requirements. Monitors contractor performance and promptly documents and reports contractor performance deficiencies, non-compliance issues, service interruptions, and disputes to the Contracting Officer. Establishes and maintains COR files and tracking systems in support of program staff and contracting office requirements. Prepare reports on contract status, performance trends, and financial data.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): I have completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Autonomously perform contract development, contract surveillance, and contract management; develop statements of work; review and evaluate contract candidates and provide comments and recommendations; monitor contract compliance; assist in all pre-award, post award, and contract closeout duties. OR A combination of specialized experience and graduate education that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-011 grade level. Must submit transcripts. Selective Placement Factor In addition to the minimum qualification requirements, you must have a current Federal Acquisition Certificate in Contracting FAC COR Level I certification. Condition of Employment Must obtain and maintain Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level II certification within one year. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
