Management and Program Analyst
What you'd do
This position serves as a Management and Program Analyst (MPA) and reports directly to the Technical Operations, Technical Services Organization: Operations Engineering Support Group; EOSH Support Operations Group; or Operations Support Staff. The Technical Services organization provides policy, support and technical services in support of the Air Traffic Organization (ATO)
Major duties
FV-H Duties: Performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities. Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of the Technical Services Operations Support Group. Provides independent analysis of Technical Operations' operational and organizational metrics and conducts a variety of management studies as required by Technical Services management. Requests for analytical projects may come from the service area leadership, Districts, or internal stakeholders and may include staffing projections and financial requirements. Retrieves information from various automation systems and/or databases, e.g., National Airspace System Performance Analysis System (NASPAS), Remote Monitoring and Logging System (RMLS), and Facilities, Services, and Equipment Profile (FSEP), Workplace Inspection Tool (WIT), Safety Management Information System (SMIS), Unsatisfactory Condition Reports (UCR), etc. to analyze data and assists with developing reports in support of policy and procedure compliance, and to support efforts for operational efficiency improvements. Accomplishes tracking and reporting activities on the correction of NASTEP evaluation exception issues. Receives and disseminates NAS Change Proposals (NCP) and Case Files under the Configuration Management umbrella and ensures timely review, collection and upward reporting of comments. Provides assistance to Technical Services managers and Systems Support Center personnel on the completion of web-based NCP documentation. Provides local administration of access to the several web-based programs. Applies experience and/or knowledge of site/facility commissioning/decommissioning. Assists with producing technical metrics reports to meet the needs of the Districts. Assists Technical Support Center managers with functional program areas. Works closely with internal stakeholders, subject matter experts, Service Center points of contact, and Headquarters¿ program managers to review operational data which is used to review facility performance and identify trends. Requests for operational analysis projects may come from the service area leadership, Districts, or internal stakeholders. Applies experience and advanced knowledge applicable to his/her discipline to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines. Typical assignments may include tracking and analyzing data to ensure compliance with policies and procedures; providing guidance to less-experienced professionals in day-to-day operations; identifying, analyzing, and recommending solutions for complex/difficult problems; and recommending improvements to systems and processes. Performs other duties as assigned.
What you need to qualify
To qualify for this position at the FV-H level, applicants must possess 52 weeks of specialized experience at the FV-G or FG/GS-10/11 level. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is performing duties independently with responsibility for effective operation and maintenance of technical programs, (i.e. Training, QC, Planning and requirements, and Airspace and procedures), project, policies and procedures. Experience planning, developing, monitoring and executing actions required to manage technical programs.
