What you'd do

This position is located at Bureau of the Fiscal Service, Transformation and Innovation Services Division. As a Change Management Practitioner and Analyst, you will be responsible for leading, supporting, and executing change initiating efforts focused on developing transformation direction, implementation planning and execution, and advancing enterprise-level priorities.

Major duties

As a Change Management Practitioner and Analyst, you will: Support the mission and goals of office by supporting a broad range of critical enterprise change, culture, capability development, and enterprise change assessment and risk mitigation functions. Broad knowledge of and collaboration with every aspect of the Fiscal Service is critical in this position. Serve as a key advisor to executive and senior management officials on enterprise-wide changes and change management strategies to promote the mission of the Bureau and at the same time elevate and support the mitigation of identified negative employee experiences, areas of concern with change saturation, and enterprise change risks. Utilize advanced Enterprise Change Management to formulate and execute the effective and timely implementation of enterprise-wide, high-impact change initiatives. Provide advice and consultation on the development of the case for change, risk mitigation strategies and benefit realization metrics. Assess organizational change impact, change readiness, and identify impacted stakeholders. Conduct complex and controversial studies which result in authoritative recommendations to improve accountability, increase enterprise change success, and mitigate risks associated with changes to program and procedures affecting organizational performance. Identify and consult on scalable and flexible change solutions to improve stakeholder satisfaction, enhance responsiveness, deliver value, and reduce cost.

What you need to qualify

You must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé. Specialized Experience for the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as: Experience conducting change impact and readiness assessments to support employee adoption and acceptance of organizational change. AND Experience participating in efforts to execute the effective and timely implementation of enterprise-wide change initiatives. AND Experience providing advisory services to leadership to develops the case for change management, minimize employee resistance, and maximizes employee engagement.
