What you'd do

This position serves as a Purchasing Agent for the Prosthetics and Sensory Aids Service at the Miami Veteran Affairs Health Care System. The Purchasing Agent will purchase, research, analyze, and collaborate to ensure that the best value for the most appropriate devices are purchased for Veterans.

Major duties

Major duties and responsibilities include: Examines contracts, purchasing policies, equipment sources, shipping procedures and corresponding terminology to rapidly find the most reasonably priced item to meet requirement. Resolves conflicts in administering purchase orders, such as protests, claims, duplicate billing & terminations for convenience or default. Completes transaction on the patient's medical record to ensure documentation of exactly what was purchased and issued. Researches the use of different solicitation methods, ordering or reporting procedures, and purchasing methods to distinguish between different purchasing strategies. Performs technical level purchasing support adhering to the Service Directives and Handbooks, policy and memorandums to acquire patient specific medical equipment, supplies and services. Maintains an inventory of all purchased and consignment equipment with expiration date, imitate exchange and/or replacement of expired stock. Verifies accountability of all prosthetics expenditures in both the purchase menu and the prosthetics program and associates all obligations to the individual patient. Speaks calmly and compassionately to severely disabled patients from all walks of life Preferred Experience: Knowledge of common medical conditions and the prosthetic/orthotic devices used in their treatment. Experience procuring durable medical equipment (DME), prosthetic appliances, orthotic devices, and related services. Familiarity with Community Care/ non-VA care prescriptions and processes. Knowledge of VHA Directive 1173 (or equivalent prosthetics policy). Experience working in a hospital, clinic, or other healthcare setting. l Knowledge of standard and custom durable medical equipment, prosthetic, and orthotic appliances. Experience with budget tracking or fund control point management. Working knowledge of VA systems such as VistA, CPRS, PIP/GIP, or similar electronic health record and inventory systems. Demonstrated experience working directly with customers (patients, clinicians, or vendors) both in person and through electronic correspondence (email, phone, or electronic systems), with the ability to communicate clearly and professionally both orally and in writing. Experience performing federal government procurement actions using a government purchase card (micro-purchase or simplified acquisition procedures). Knowledge of the Federal Acquisition Regulation (FAR) and VA Acquisition Regulation (VAAR). Prior experience working in a Prosthetic & Sensory Aids Service (PSAS) or similar medical supply/prosthetics purchasing environment. Promotion Potential: The selectee may be promoted to the full performance level (GS-6) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 8:00 AM - 4:30 PM (Note: Work schedules are determined and approved by the supervisor. GS-05: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-05 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: reviewing and working with patients' medical records; completing training or assisting in routine and complex specialized purchases for clinics including medical equipment, prosthetic and orthotic appliances; utilizing computer software programs; and communicating with internal and external customers via various methods. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: Four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: Transcripts must be submitted with application. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.(i.e. 6 months of specialized experience and 3 years of education above the high school level). GS-6 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Acquire supplies, services and construction by purchase rental or lease through delivery orders using the government purchase card for micro purchases. Ensuring these purchases are procured in accordance with federal and VA regulations policy and procedures Possessing knowledge of commercial supply sources and common business practices related to sales, pricing, discounts, units of measurement, deliveries, stocks, and shipments; reviewing and editing purchase requests Obtaining necessary product information, pricing details, and procedures for both written and verbal purchase orders; ordering, tracking, and monitoring procurement transactions Examining Fund Control Points and verifying current balances to ensure procurement obligations are complete and approved prior to placing orders; monitoring vendor performance through direct contact, reviewing progress reports, and discussing reasons for delays, failures, or price changes Procuring supplies and services to satisfy organizational needs for purchase, rental, or lease Monitoring purchase activities and reconciling credit card billing statements, purchase requests, receipts, and active or delinquent invoices; overseeing order administration, services, timekeeping, and record-keeping functions Utilizing various automated systems to input, update, revise, sort, and calculate data; and delivering exceptional customer service to both internal and external clients through multiple communication channels. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Requires some physical effort such as standing, sitting, walking, or bending. There are no special physical demands. The work is performed in an office setting involving everyday risks or discomforts. Normal safety precautions are adequate.
