This vacancy is for a GS-0671-12, Health Systems Specialist located in the Department of Homeland Security, U.S. Coast Guard, HSWL MEDICAL ADMINISTRATION DIVISION in San Antonio, TX.

Major duties

You will serve as a Health Systems Specialist and be responsible for new and established projects and programs supporting network (TRICARE) health/dental care delivery. You will be working under the Health Safety Work-Life organization, coordinating activities and actions to support access and utilization of contracted network health services by CG members and their eligible family members. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Understand insurance policy and types of Tricare insurance requirements and be able to liaison with contracted insurance to ensure compliance. Understand access to care requirements, benefits of military members and their dependents and be able to educate others on these requirements/benefits. Monitor healthcare program performance by using analytics to inform Coast Guard Leadership. Administrative ability to create presentation to share healthcare analytics with a variety of stakeholders. What you need to qualify

Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements: EDUCATION: Undergraduate and/or Graduate Education: Major study-hospital administration, public health administration, or related fields such as business or public administration with coursework in health care administration. Transcripts required OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. and Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Managing and evaluating complex healthcare programs within the Military Health System or other federal healthcare environments by interpreting healthcare regulations, policies, and contractual requirements. Analyzing healthcare program performance by collecting and evaluating quantitative and qualitative data, identifying trends, developing performance measures, recommending corrective actions.
