Program Analyst (VERA Coordinator)
What you'd do
The incumbent serves as the Program Analyst (Veterans Equitable Resource Allocation (VERA) Coordinator) for Fiscal Service. The position accepts and supports the mission, vision, and guiding principles of the Orlando VA Healthcare System.
Major duties
The incumbent serves as the VERA Coordinator for the facility and attends VERA or Data Validation committees consisting of various clinical and administrative members. Duties included but are not limited to: Responsible for analytical studies resulting in the identification of information needed to manage critical aspects of field operations responsible for OVAMC funding. Employee provides managers with objectively based information for making decisions on the administrative and programmatic aspects of the VERA process. Keeps facility staff informed of program/policy changes, developments of proposals impacting the medical center's revenue enhancement activities. Develops annual training and auditing processes used to best maximize VERA opportunities for the facility. Develop training materials to assist managers in utilizing data and reports that are produced. Serve as a technical advisor to facility and financial management providing guidance, recommendations and monitoring in the implementation, management and evaluation of VERA, ensuring that the program meets required standards and or criteria. Maintains and promotes an effective and productive relationship with healthcare center staff to assure facility activities are accomplished in the most cost effective way and maintains a working relationship with other facility management staff in coordinating cross-organizational activities and information. Manage special projects or program issues that have broad impact. Incumbent undertakes ongoing analyses, investigations and initiatives that have high priority for senior level management at the facility Provide results and recommendations in a timely, concise and accurate manner. Provides written and verbal reports to executive staff on comprehensive surveys conducted to evaluate resource utilization, workload/ cost reporting, data validation activities, etc. Coordinates and disseminates data, special projects and other information pertaining to relevant program responsibilities with healthcare center staff for review and/or action. Employee handles competing activities such as varying initiatives, routine collaboration with service/departments, and ad hoc items needed throughout the year. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. (SF-50 must be submitted) You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Gather, assemble and analyze facts, make conclusions from facts and devise solutions; Prepare oral and written reports and presentations; Plan, develop and conduct formal and informal training sessions, programs or conference; Develop and conduct special studies and analyses, including feasibility studies, cost/benefit analyses, return on investment, FTEE/Productivity analyses, case mix analyses; Coordinate and interact with complex organizational relationships at a highly affiliated tertiary medical center with a wide array of medical specialists in all clinical/ allied health care disciplines. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's degree.
