The Wichita VA Medical Center is recruiting for a Program Application Specialist to work in the Health Administration department.
Major duties
The Program Application Specialist (PAS) is located within the Medical Administrative Service (MAS) Service Line at the Robert J. Dole VAMC (RJDVAMC); serving as the integrator that coordinates the business processes and software functions. The incumbent of this position provides continuous business oversight for a variety of software programs integral to the overall administration and operations of the business and effects programmatic changes. The incumbent coordinates ongoing data collection and analysis utilizing knowledge of System Redesign principles to determine organization performance. Duties include, but are not limited to the following; Coordinates ongoing data collection and performs analysis to determine optimal organizational performance. Uses available data to determine current performance, and develops and implements local performance measures as needed to assess current status and determines areas targeted for improved effectiveness and efficiencies of MAS practices. Performs a continuing evaluation and analysis to assess program effectiveness and to identify areas requiring management attention. Identifies system inefficiencies and develops studies or data collection techniques related to specific identified problems. Coordinates with other staff to identify information needs and develop data collection methods and report formats to meet those needs. The incumbent provides training and troubleshooting for clinical and administrative staff in business processes and associated supporting software. Provides training for individual users on daily operational tasks and trains new users. Trains service employees and facility employees in the use of PIMS programs, such as scheduling, to ensure that data is entered correctly and optimizes clinic utilization. Training consists of development and presentation of both formal lectures and on-the-job sessions to those employees who will be entering, changing and extracting data. Trains users in resolving minor processing and equipment problems. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/27/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-09 Grade Determination: Specialized Experience: I possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties as a Program Specialist. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge on various Medical Administrative Service (MAS) computer programs to include Veterans Integrated Systems Technology Architecture (Vista) packages; Analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs related to MAS operations; Developing reports that address work measurement; understanding of the organization and automated practices in government agencies that follow VA policies and procedures. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: I successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: I possess an equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. This education must have been obtained in an accredited college or university. GS-11 Grade Determination: Specialized Experience: I possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped me with the particular knowledge, skills and abilities to successfully perform the duties as a Program Application Specialist. Examples of specialized experience would typically include, but are not limited to: Training staff on various Medical Administrative Service (MAS) computer programs; Analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs related to MAS operations; Identifying and recommending changes in current programs to meet future needs; Developing reports that address work measurement; Extensive experience of the Veterans Integrated Systems Technology Architecture (Vista) packages; Understanding of the organization and automated practices in government agencies that follow VA policies and procedures. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: I successfully completed three (3) years of progressively higher-level graduate education leading to a Ph.D. degree, LL.M., or equivalent doctoral degree in the related field of the position to be filled. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: I possess an equivalent combination of successfully completed graduate level education (beyond the first 2 years) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. Working with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. You may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
