What you'd do

The Supervisory Veterans Service Representative (Assistant Veterans Service Center Manager) shares in the responsibility of managing Veterans Service Center (VSC) division operations through a staff of personnel responsible for claims processing, providing information, advice and assistance on all types of VA benefits to veterans and their dependents and for providing outreach services to stakeholders.

Major duties

Specific duties include: The AVSCM co-manages broad-based and multi-faceted programs under their assigned jurisdiction. The Veterans Service Center is comprised of administration technical and clerical staff members ranging in grades from GS-5 through GS-13. Revises and develops work methods to support division priorities. Supervises the administration of work involving the development, examination, Adjustment, reconsideration, or authorization of the settlement of claims filed by veterans, their dependents and beneficiaries, as well as taking claims and assisting claimants in the preparation of claims, appeals or other documents. Provides technical guidance and direction in compensation and pension authorization, rating board benefits information, work-study and other activities related to veteran's benefits programs including outreach services to various consumer groups. Assists in the oversight of these programs and monitors their timelines and, comprehensive quality of workload. Personally reviews and advises on the most difficult, complex and precedented cases including fraud, admissibility of evidence, conflict of laws, findings of fact of death after unexplained absence or nonrecovery of body, and contested claims involving insurance payments. Approves cases involving clear and unmistakable error in which large sums of money may be involved, and develops points of issues in appeals, procures additional evidence, prepares appeals and conducts personal hearing prior to certification to the Board of Veterans' Appeals. Provides leadership and direction to the Division and coordinates its activities with other divisions within the assigned Regional Office. Collaborates with station management and other Division Chiefs in deciding on and/or coordinating work related changes affecting other division or units within the Division. Keeps station management informed of new concepts, internal Division changes, national changes affecting the programs and any proposed changes involving Division or program policies. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/24/2026. TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level. If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-13 (or higher) and the promotion potential of your current position must be at least GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as comprehensive knowledge of veteran benefit programs or VBA business lines and laws affecting veterans' compensation and pension benefits to provide guidance and direction on claims and appeals processing. Supervised, managed, or served as a project lead to accomplish performance and project goals; possesses knowledge of employee relations (e.g., performance or conduct based actions) and/or labor relations (e.g., grievance process or negotiations) practices. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The position is primarily in an office setting. This work normally involves mental rather than physical exertion. Some travel may be necessary on occasion for training, meetings, or customer interactions.
