What you'd do

The primary purpose of this position is to serve as a Supervisory Senior Target Intelligence Analyst conducting complex analysis and production in support of customer requirements.

Major duties

DUTY 1: Supervises, Directs and/or Conducts research and coordinates collection. Directs, and/or Provides expert and authoritative guidance on intelligence analysis and its application to target analysis. DUTY 2: Supervises, Directs and/or Conducts complex target analysis and production. Responsible for overall product quality and provides feedback throughout the production process for teams and individual analysts as needed. DUTY 3: Supervises, Directs, and/or Conducts engagement and outreach. Serves as a subject matter expert, nationally recognized target analyst and production advisor. DUTY 4: Serves as Senior Target Intelligence Subject Matter Expert. Serves as a senior, nationally recognized expert on targeting analysis and production. DUTY 5: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

This position falls under the Air Force Pilot for Position Classification and Improved Processes for Advancement. This position is covered under DCIPS work level (WL) 3 and covers the GG-13 and GG-14 grade levels for pay purposes. The selectee's salary will be set within the salary range based on the selectee's qualifications in relation to the position as determined by the selecting official. Type of Experience and Education Mandatory Requirement Foundational Knowledge Must have at least a high school diploma or GED plus eight years of relevant experience, or an associate's degree plus six years of relevant experience, or a bachelor's degree plus four years of relevant experience, or a bachelor's degree or higher in one of the preferred degree plus two years experience. (Preferred degrees include engineering, mathematics, physical sciences, cyber, data analytics, life sciences, or social sciences) Significant Weighting/Consideration Relevant experience in: Leading the execution of intelligence methodologies/tradecraft; data collection/information systems; analytic tradecraft; multi-source intelligence data/information; intelligence analysis; foreign policy analysis; international relations analysis; geopolitical analysis; weapons analysis; and/or military analysis; mentoring analysts in methodology/tradecraft; employing other disciplines closely related to the intelligence area. Moderate Weighting/Consideration Relevant experience in: Customer/partner interaction and collaboration; leading peers. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the target intelligence process/cycle and the various target intelligence disciplines: target discovery, target systems analysis, intermediate target development, advanced target development, battle damage assessment, SIGINT analysis and/or GEOINT analysis. Knowledge of the full-range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments to interpret policy and commit resources. Professional knowledge of advanced analytic targeting tradecraft principles, concepts, and methods to produce detailed target assessments of complex information/situations attained from multiple sources, to include database manipulation. Knowledge of structured analytic techniques and critical thinking exercises to identify bias, assumptions, and logical fallacies in analytic production. Demonstrated ability to craft original and concise analytic assessments using all-source reporting. Knowledge of the national intelligence community, Joint partners, DoD structure, organizations, and mission/functions, inter-relationships and operations. Knowledge of Intelligence Community Directives (ICDs), and demonstrated ability to apply them to finished intelligence reporting. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. Mastery ability in oral and written delivery of intelligence in the form of briefings, conferences, VTCs, and Intelligence production processes. Skill in planning, organizing, directing, and supervising the functions and staff of a small- to medium-sized organization; and mentoring, motivating, and appraising subordinates. Ability to maintain control of classified material; quickly assimilate disparate data; render knowledgeable and accurate assessments of the implication of such data; and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience; and present and/or defend a position effectively. Skill in planning, organizing, directing, and supervising the functions and staff of a small-to-medium sized organization; and mentoring, motivating, and appraising subordinates. Ability to maintain control of classified material; quickly assimilate disparate data; render knowledgeable and accurate assessments of the implication of such data; and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience; and present and/or defend a position effectively. CONDITIONS OF EMPLOYMENT CONT. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the AirForce Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position requires Intelligence Community Advanced Analyst Program (ICAAP) certification. Employees will enroll in and complete ICAAP certification after meeting basic eligibility requirements (currently 4 years analytic experience in the IC or equivalent program experience in the national security arena and completion of entry-level training at home agency). KEY: This position is designated as a key position IAWAFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
