This GS-12 Program Analyst (with full promotion potential to GS-13) supports the FMCSA Office of the Administrator. A core focus is serving as a vital front-of-the-house liaison to build relationships with external safety partners, industry groups, and congressional staff to advance the agency's truck and bus safety mission. Key duties include managing executive calendars and complex travel, coordination high-priority task, and evaluating office efficiency.

Major duties

As a Program Analyst: Stakeholder Liaison: Serves as a vital front-of-the-house interface to build and maintain strategic relationships with external safety partners, industry groups, and congressional staff. Program Evaluation & Coordination: Analyzes office operations for efficiency, tracks high-priority tasks, and develops tailored communication materials like briefings and talking papers. Executive Support & Logistics: Manages complex official calendars and directs the complete travel lifecycle and logistical arrangements for the Administrator and Deputy Administrator. The ideal candidate for this position is a proactive and diplomatic professional with a proven track record of serving as a vital front-of-the-house interface for senior leadership. They possess exceptional interpersonal skills to confidently build strategic coalitions and navigate sensitive boundaries with high-level external safety partners, industry executives, and congressional staff. As a master logistician, they bring expert experience in managing complex executive calendars and executing seamless travel lifecycles under fluid requirements. Finally, they combine strong analytical skills to evaluate office efficiency with the autonomy needed to independently solve problems and deliver polished communication materials for senior executives.

What you need to qualify

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience conducting review of office workflows, generating monthly briefing schedules and packages and materials used by Senior leadership to assess progress against strategic goals. Experience serving as a primary liaison to coordinate inquiries and track high-priority task actions from internal staff and external industry groups, ensuring all responses meet established suspense dates and agency quality standards. Experience managing the daily calendars and complex travel lifecycles for senior executives, coordinating domestic/international trips annually in strict compliance with Federal Travel Regulations (FTR) to ensure schedule alignment. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Stakeholder Management - Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Interpersonal Skills - Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; relates well to people from varied backgrounds and different situations. Written Communication- Writes in a clear, concise, organized, and convincing manner for the intended audience. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
