Major duties

As the Health System Administrator (Chief Executive Officer), you will provide executive leadership for a comprehensive healthcare delivery system serving American Indian and Alaska Native communities. You will lead a multidisciplinary organization, foster excellence in patient care and operational performance, and build strong partnerships with Tribal leaders and community stakeholders to advance the IHS mission. Lead Healthcare Operations: Direct the planning, administration, and evaluation of comprehensive hospital operations and clinical services, including inpatient, outpatient, emergency, surgical, nursing, behavioral health, dental, community health, and other supporting programs. Advance Quality and Excellence: Champion high-quality, safe, patient-centered care by integrating clinical and administrative operations, strengthening organizational performance, and ensuring compliance with applicable accreditation, regulatory, and healthcare standards. Drive Organizational Performance: Provide strategic leadership for financial, human capital, staffing, and operational resources; establish short- and long-range priorities; and align resources and organizational structures to meet changing healthcare needs. Strengthen Tribal and Community Partnerships: Build and sustain collaborative relationships with Tribal leaders, health boards, Federal, State, and local partners, and community organizations to identify healthcare priorities and improve services for the populations served. Gallup Indian Medical Center (GIMC) is a 99-bed hospital in Gallup, New Mexico, on the border of the Navajo Reservation. Clinical specialties at GIMC include Internal Medicine, Cardiology, Anesthesia, OB/GYN, General Surgery, Orthopedics, Ophthalmology, ENT, Radiology, Pathology, Pediatrics, Psychiatry, Emergency Medicine, and Urology. The workload at Gallup is one of the largest in the Indian Health Service with 250,000 outpatient encounters and 5,800 inpatient admissions annually. GIMC has the largest staff of all Navajo Area IHS facilities. The Plateaus and mountains close to Gallup offer opportunities for hiking, backpacking and camping. There are several national mountains and parks within easy driving distance. Albuquerque, with all the services and cultural events offered in a city its size, is just two hours East of Gallup. There are many choices for cross-country and downhill skiing within 1 to 3 hours of Gallup. What you need to qualify

Your resume must include examples of experience, education, and accomplishments applicable to the qualification(s). There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs). TECHNICAL QUALIFICATIONS (TQs): Your resume must demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Demonstrated experience leading the overall management and operations of a large, complex hospital or health system. Experience must include responsibility for multiple clinical and administrative service lines (e.g., inpatient, outpatient, emergency, surgical, nursing, behavioral health, pharmacy, ancillary services, community health, or other healthcare programs), strategic planning, financial management, workforce leadership, and organizational performance. TQ 2: Demonstrated experience leading organizational efforts to ensure healthcare quality, patient safety, accreditation, and regulatory compliance within a hospital or health system. Experience must include responsibility for establishing quality improvement initiatives, maintaining accreditation or certification, monitoring performance measures, addressing survey findings, and ensuring compliance with applicable healthcare standards and regulations. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Please DO NOT submit separate documents addressing the ECQs or TQs. If submitted, those additional documents will not be reviewed. Commissioned Corps Officers If you are applying as a US Public Health Service Commissioned Corps Officer your resume must adhere to the 2 page limit.
