What you'd do

The Security Capabilities (SC) Office identifies, analyzes, acquires, and sustains advanced security technologies and operational capabilities that strengthen transportation security. SC conducts strategic analysis to identify emerging threats, capability gaps, and operational needs, applying those requirements into innovative solutions that support frontline operations.

Major duties

The incumbent serves as Supervisory Program Manager within Security Capabilities. Major duties and responsibilities include: Serves as a principal advisor to senior leadership in the planning, development, implementation, evaluation, and management of mission support programs, strategic initiatives, and organizational priorities. Provides authoritative recommendations on major program issues, including the advantages and disadvantages of various approaches, alternatives, and courses of action. Coordinates and executes projects and actions that may be confidential, controversial, time-sensitive, high visibility, or of special interest to executive management. Defines major problems, identifies operational risks, predicts potential issues, and proposes preventive or corrective actions to improve program performance and ensure mission accomplishment. Advises senior leaders and staff principals on policies, procedures, and operational matters affecting assigned programs. Interacts directly with senior agency leadership on recurring operational matters and, when delegated, acts on behalf of senior leadership on issues involving the mission, functions, and staff of the organization. Leads, develops, and defines internal policies, procedures, program standards, operating methods, and implementation plans for assigned program areas. Exercises wide latitude in applying originality, insight, and creativity in developing plans, policies, and procedures that support organizational vision, mission, and goals. Establishes annual, multi-year, short-term, and long-term work plans to support achievement of program objectives. Oversees the development of program goals and objectives for the unit and ensures they align with DHS, component, and organizational priorities. Reviews regulations, directives, appropriations language, and other policy requirements to determine impact on operations, training, resource allocation, and program execution. Provides oversight of fiscal, procurement, and resource management aspects of major operational or mission support programs, including budgetary planning, contract administration, workforce planning, and resource allocation. Ensures that work progresses toward achieving agency, component, division, and program goals and objectives. Reviews, manages, and concurs in major resource requirements, plans, programs, and submissions. Participates as a key member of resource planning teams addressing budget forecasting, manpower, staffing, mission requirements, downsizing, realignments, reorganizations, emerging missions, and other management or resource issues. Responsible for budget development and recommending the allocation of funds for assigned functions. Analyzes resource utilization, identifies efficiencies, and provides advice and guidance on alternative management practices that may result in shifting or modifying program direction or the use of human and financial resources. Directs and conducts major studies, reviews, assessments, and special projects that affect the mission, programs, or operations of the organization. Analyzes annual, multi-year, and short- and long-term work plans to enhance the achievement of organizational goals and objectives. Evaluates program effectiveness, operational results, workflow, resource requirements, staffing levels, internal controls, and performance measures. Conducts studies to streamline operations, eliminate duplication, document processes, automate functions, develop work measurement standards, and improve organizational effectiveness. Reviews audit and investigative reports to determine appropriate corrective actions and required changes. Ensures compliance with internal control requirements and tracks implementation of corrective actions, change documents, resource decisions, and organizational adjustments. Confers with internal and external stakeholders on controversial, sensitive, complex, or high-impact matters and provides recommendations for appropriate courses of action. Conducts or participates in conferences, briefings, discussions, and meetings with senior leaders, staff personnel, operating units, resource officials, program managers, and other stakeholders to discuss program plans, resolve issues, and coordinate implementation. Exercises first-level supervisory and managerial authority over assigned staff. Assigns work, establishes priorities, sets deadlines, balances workload, and ensures timely and accurate completion of work products. Reviews and evaluates the work and performance of subordinates, assures production and quality requirements are met, develops performance standards, and completes performance appraisals. Provides advice, counsel, and instruction to employees on both technical and administrative matters. Interviews candidates and recommends or initiates selections, appointments, promotions, reassignments, and other personnel actions for positions within the unit. Performs other duties as assigned.

What you need to qualify

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in state or local government or the private sector. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience is defined as: Experience serving as a senior advisor or program manager responsible for planning, implementing, evaluating, and improving major mission support programs, strategic initiatives, or organizational priorities. This includes advising senior leaders on complex issues, developing policies and implementation plans, identifying risks and corrective actions, coordinating high-visibility or time-sensitive projects, and representing leadership with internal and external stakeholders. Experience leading and supervising staff while managing program operations, budgets, procurement, workforce planning, and resource allocation. This includes reviewing resource requirements, supporting staffing or reorganization efforts, evaluating program effectiveness through studies, audits, metrics, or internal controls, recommending process improvements, ensuring compliance with laws and policies, assigning work, setting priorities, evaluating performance, and supporting employee development. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio (i.e., working 20 hours per week for two months equals one month of experience). No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CURRENT OR FORMER POLITICAL APPOINTEES: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
