This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southwest Fisheries Science Center (SWFSC), with one vacancy in San Diego, CA. Major duties

As a Supervisory Facility Operations Specialist, you will perform the following duties: Operate and maintain facility systems including electrical, mechanical and utility systems. Responsible for lifecycle maintenance plans including immediate schedules and long-term planning. Meet mission operating requirements and improve facility availability and mission readiness of repair projects, maintenance requirements, service contracts, and construction projects ensuring safe and reliable operations. Provide project management and technical expertise to support facility infrastructure development, risk management plans and mitigation strategies. Execute procurement milestones and cost estimates according to the Southwest Fisheries Science Center's (SWFSC) budget. Serve as a manager executing contracts and overseeing contractors performing repairs, installation or construction. Develop and negotiate contract specification packages and scope of work (SOW) that provide designs and timelines involved in maintenance of facilities. Represent the National Marine Fisheries Service (NMFS) in external facility matters, including leases, cooperative agreements, and relations with facility partners. Plan, direct, coordinate and evaluate the work of subordinates. Set priorities and provide advice, counsel or instructions to employees on technical work and administrative matters. Select candidates, evaluate performance and recommend pay, promotions, or reassignments where appropriate. POSITION REQUIREMENTS: This position has physical requirements. Financial Disclosure is required as the job participates personally and substantiallythrough decision or exercise of significant judgment in Government action regardingcontracting and the administration or monitoring of grants. This position requires the operation of a Federal motor vehicle. Incumbent must be able to obtain and maintain a valid state driver's license to operate a government vehicle to travel to field offices, work sites and or meetings. PHYSICAL REQUIREMENTS: Requires ability to stand for long periods of time, ascend/descend ladders, access confined spaces, work in potentially harsh weather conditions on uneven surface. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-4 or GS-13 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Coordinating the day-to-day space and facility operations for an office in accordance with established policy; and Ensuring efficient and economical use of equipment and resources to accomplish an organization's mission.
