This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Budget Analyst for the 75th Ranger at Fort Benning, Georgia.Your resume must be two pages or less.
Major duties
Monitor budget execution processes for approved organizational resources to ensure appropriated funds are properly allocated and expended according to fiscal regulations. Reconcile status of fund reports against ledger data to identify errors, correct variances, and prevent anti-deficiency violations. Analyze financial execution data weekly and monthly to advise management on funding status and recommend the redistribution of funds. Consolidate program budget execution and financial reporting data to draft recurring narrative and analytical reports for higher headquarters. Administer database commitment accounting systems to input daily commitment/obligation data and adjust ledger balances. Establish necessary financial codes for new fiscal years within ledger systems to maintain detailed transaction records. Coordinate tri-annual certifications and joint review processes with external accounting offices and supported units to verify report integrity. Review exception lists, negative un-liquidated obligations, and prompt payment interest penalties to execute corrective actions on accounting reports.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or expereince requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes Reconcile status of fund reports by comparing ledger accounts with servicing accounting documents to identify and correct transaction errors; Analyze budget execution data to draft recurring narrative financial reports and recommend the redistribution of organizational funds; and Input commitment and obligation data into financial database systems to maintain detailed ledgers and establish account codes for the fiscal year. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
