What you'd do

A successful candidate in this position will serve as a Program Manager to provide technical expertise and serve as a Senior Advisor and expert over the NA-LA subject matter portfolio including federal landlord responsibilities, project and program development and execution at the Los Alamos National Laboratory (LANL) (as well as for DOE/NNSA), to perform effective contract management as a technical monitor on the $5.2B annually spent at LANL.

Major duties

As a Program Manager you will: Lead in reviewing, and where appropriate, approving assigned programs, projects, and/or facility operations plans, and changes to assigned program, project, and/or facility operations plans, including, budgets, objectives, and milestones. Lead and/or participate in NNSA-wide task forces, policy development teams, and working groups in support of NNSA and/or DOE policy development, contractor guidance objectives, out-year site planning, program planning, etc Provide programmatic guidance to the operating contractor regarding programs, project/program cost estimating, facilities planning and maintenance, budget and strategic planning, and related areas for a contractor with an annual budget of approximately more than $5B dollars. Serve the integration point for the NNSA Campus Master Asset Plan, supporting long-term programmatic goals and capabilities that include the necessary infrastructure to support the NNSA mission at the Los Alamos National Laboratory (LANL) and provides contractor support planning, acquisition, operation, LST maintenance, and disposition of physical assets related to NA-LA infrastructure. The incumbent serves as and site/facility planning subject matter expert. Serve as a senior advisor to the Assistant Manager and also advises NA-LA senior leadership regarding operational concerns to include development of independent scenarios for program portfolio requirements, project development/execution, compliance, program/mission achievement, or organizational oversight improvement.

What you need to qualify

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e.. EN-03 or GS-13. Specialized experience for this position is defined as experience in a field of Project management and Contracting that demonstrates comprehensive knowledge of Contracting and Project Management, infrastructure planning, along with experience designing and conducting governance, self-assessments, audits and program administration. To meet this requirement, applicants much have experience with contract execution, planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of government facilities and infrastructure management.
