This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Kansas City District, Corps of Engineers, Kansas City, Missouri is one of the world's premier public engineering organizations, capable of providing a full spectrum of engineering services.
Major duties
This position supervises Project Managers, technical staff and support staff within a section of PPMD. Serves as program and project manager, responsible for the overall management, control, coordination and execution of assigned programs and projects. Controls and manages project milestones and budgets from planning through construction and initial operations. Represents the District Commander, serving as the district's primary point of contact for projects assigned with sponsor/customer, federal, state and local government agencies.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Experience and mastery of advanced theories, principles, concepts, practices, standards, and methods sufficient to perform assignments that involve initiating, planning, scheduling, monitoring, reporting, as well as executing major programs, construction projects, or continuing specialized projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
