This position is designated as SES, General. USDA structures its SES positions into position levels. This is a position level 2 with a salary range of $204,122 - $216,010 per year. Exceptions to the salary cap may be considered in certain circumstances. SES employees are also eligible to receive bonuses and performance-based awards. Major duties

Provides executive leadership in developing and executing nationwide policies, strategic plans, and processes and procedures to carry out Multi-Family Housing programs. Administers nationwide loan, grant, and loan guarantee programs, including budget planning, resource allocation, and risk-based portfolio asset management. Supervises key senior staff (GS-14/15) and leads a nationwide team of over 300 employees, fostering an inclusive, high-performing workforce that meets or exceeds agency objectives. Serves as primary advisor and liaison to senior leadership, Congress, state officials, and national housing stakeholders on matters related to multi-family housing policy and resolves complex operational issues. Leads program evaluations and implements data-driven strategies to optimize housing portfolio performance and streamline program delivery. Oversees nationwide field operations, credit compliance, and risk management while driving strategic collaboration and operational support throughout the country. Ensures full compliance with statutory and regulatory guidelines and executive initiatives across all loan-making, servicing, and internal management activities.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must address the ECQs. Your resume must address each ECQ and should describe your experiences and accomplishments/results. Your resume should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs. 1. Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. (Competencies: Accountability, Developing Others, Executive Judgement) 5. Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. TECHNICAL QUALIFICATION (TQ): MANDATORY TECHNICAL QUALIFICATIONS (TQs): All applicants must submit a written narrative response to the following TQs. You must address each TQ separately. Each TQ narratives must not exceed two (2) pages. Please give examples and explain the complexity of the knowledge possessed and the sensitivity of the issued you handled. 1. Demonstrate the ability to supervise and oversee complex, multi-division program operations, including personnel management, budget allocation, and stakeholder engagement. 2. Demonstrate executive leadership & expertise to develop, implement, & evaluate nationwide rural housing loan (RHS) programs, strongly emphasizing fostering innovation & building collaborative partnerships to advance RHS initiatives, specifically MFH.
