Cybersecurity Awareness and Guidance Specialist

This announcement is issued under the Direct Hire Authority (DHA) to recruit for positions for which there is a critical hiring need. Selectee(s) will receive a career or career-conditional appointment in the competitive service and may be required to serve a one year probationary period. The official title of this position is Information Technology Cybersecurity Specialist (INFOSEC), GS-2210-09/11.
Major duties
Typical work assignments at the full performance level include, but are not limited to: Creating, editing, reviewing, and delivering cybersecurity data, technical products, and print/media content on cyber threats, incidents, and best practices to raise partner awareness. Producing and disseminating partner-facing guidance on relevant indicators, malware, signatures, vulnerabilities, and adversary tactics, techniques, and procedures (TTPs) affecting ongoing operational threats. Working across CISA divisions and CSD subdivisions to review and enhance incident response practices, technical data, and mitigation guidance. Managing and leading cyber information sharing and publication activities related to cybersecurity alerts, countermeasures, TTPs, and other critical technical information. Leveraging technical data and analysis to improve engagement. Assessing cybersecurity information needs, report gaps, provide guidance, and support implementation of protective measures to enhance operational efforts. Reviewing and implementing improvements to work processes, knowledge management systems, and program requirements. Developing and implementing standard operating procedures (SOPs). Ensuring publications and channels comply with applicable Executive Branch and DHS requirements (e.g., Section 508 accessibility and U.S. Web Standards).

You qualify at the GS-09 grade level, if you have: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. You qualify at the GS-11 grade level, if you have: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. AND SPECIALIZED EXPERIENCE: In addition to meeting the qualification requirement listed above, you must have at least one year of specialized experience at the next lower GS-grade level (or equivalent). Specialized experience is experience that has equipped you with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. You qualify at the GS-09 grade level, if you have: At least one (1) year of specialized experience at the GS-07 grade level (or equivalent) performing two of the following duties: Assisting with responses to stakeholder request for cybersecurity information; OR Assisting with communicating product changes and release timelines to internal and/or external partners to support effective information sharing; OR Assisting with developing and updating cybersecurity communications products. You qualify at the GS-11 grade level, if you have: At least one (1) year of specialized experience at the GS-09 grade level (or equivalent) performing three of the following duties: Creating, editing, and reviewing cybersecurity information products (e.g., alerts/advisories, incident summaries, mitigation guidance, or technical reports) for internal and/or external stakeholders; OR Leveraging cyber threat or incident data to communicate relevant indicators, malware details, vulnerabilities, signatures, or adversary tactics, techniques, and procedures; OR Coordinating with multiple teams to gather technical inputs and publish time-sensitive cybersecurity guidance; OR Apply publication requirements and compliance standards (e.g., Section 508 accessibility and U.S. Web Standards) or comparable digital content standards to ensure products are releasable and accessible. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
