What you'd do
About the Position: Serve as the Regional Technical Specialist (RTS) and senior expert on Equal Employment Opportunity for the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division. This is a Planned Management Action, no vacancy exists. Selectee will remain at their current LRD District location.
Major duties
Provide definitive guidance to GS-12 EEO Managers and Division leadership on the most complex, novel, controversial, or precedent-setting EEO issues. Executes rigorous quality assurance for responses to critical, high-visibility data calls, audits, and taskers originating from HQ USACE, congressional inquiries, the Department of Defense (DoD), or the Equal Employment Opportunity Commission (EEOC). Serve as the principal advisor to leadership, and senior managers, providing authoritative technical consultation on the full spectrum of EEO and affirmative employment. Independently identifies and analyzes workforce trends, personnel policies, and management practices to detect potential barriers to equal opportunity. Manage the Reasonable Accommodation (RA) and Anti-Harassment programs, serving as the primary advisor to deciding officials and ensuring all actions are timely, thoroughly documented, and legally sufficient.

Current Civilian Employees of the Organization In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes advising on Equal Employment Opportunity (EEO) laws, regulations, and policies; advising on formal complaints of discrimination in accordance with EEO regulations; and maintaining and analyzing equal employment statistical data. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
