Major duties

The primary purpose of this position: To serve as a Missile Defense (MD) Specialist in the Missile Defense division of USNORTHCOM J3. The incumbent manages the Homeland Missile Defense Asset Management Program, overseeing the planning, scheduling, maintenance, and configuration of missile defense assets. This position monitors missile defense systems, supports the development and integration of future homeland missile defense capabilities, and contributes to the planning and execution of the missile defense mission within the USNORTHCOM Area of Responsibility (AOR). Additionally, the incumbent trains, certifies, and serves as a Missile Defense Officer in the NORAD and USNORTHCOM Joint Operations Center (N/NC JOC) Duties : Serves as the principal manager for global Missile Defense Asset Management (AM) and Configuration Control Management (CCM), directing the integration, maintenance, and operational readiness of all missile defense systems and associated assets to ensure continuous mission effectiveness and support for national defense objectives. Certifies and maintains qualification as a Missile Defense Officer (MDO) and Evaluator in the N/NC JOC, AJOC, and USNORTHCOM's higher strategic contingency mission to lead the operation of the nation's Ground-Based Midcourse Defense (GMD) system. Plans, develops, and executes MD capabilities across a wide spectrum of National and Defense Department level documents to include strategic planning guidance, OPLAN and CONPLAN, Joint Strategic Capabilities Planning, Unified Command Plan, and Integrated Priority Lists to ensure the Homeland is adequately defended against missile threats. Represents USNORTHCOM J3 (General Officer/Flag Officer) and USNORTHCOM J31 (O6) at meetings, symposia, and site visits related to BMD System maintenance, RDT&E scheduling, BMD planning for Homeland Defense.

Conditions of Employment: This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a KEY position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbent of key positions must be removed from their military recall status if alternatives for filling the position during an emergency are not available. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME). ME personnel perform a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency or during hazardous weather conditions to keep critical operations functioning. These personnel are required to report for duty at normal times when the base is closed or if delayed reporting is directed and remain on duty during phased or early release. May be required to perform Battle Roster functions during Exercises and Real-World events. Battle Roster functions may include but are not limited to the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or a physical/medical assessment to deploy to alternate duty locations (non-combat) or in place. The physical/medical assessment is not a pre-employment requirement. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of missile defense operations, systems, and asset management processes to direct integration, maintenance, configuration control, and operational readiness of missile defense capabilities supporting national defense objectives. Mastery of command and control principles, joint operational doctrine, and interagency coordination to synchronize missile defense activities across N/NC, other combatant commands, and federal partners. In-depth knowledge of tactics, techniques, and procedures for employment of missile defense systems, including the development and implementation of operational orders, standard operating procedures, and emergency action plans to ensure mission effectiveness. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of missile defense operations, systems, and capabilities, including engineering and programmatic understanding of Ballistic Missile Defense System (BMDS) components and their integration. Knowledge of military command and control processes, joint operational doctrine, and the organizational structures and relationships among combatant commands, national intelligence agencies, Federal Emergency Management Agency (FEMA), and interagency partners as they relate to national policy and strategy. Knowledge of tactics, techniques, and procedures for employment of missile defense systems and strategic defense of the homeland, including relevant operational orders, standard operating procedures, and emergency action procedures. Knowledge of military planning processes and documents, such as operations orders (OPORD), execute orders (EXORD), and asset management instructions, as well as Department of War and Joint Staff strategic planning guidance. Skill in preparing and presenting clear, concise oral and written communications for diverse audiences, including senior military and civilian leadership. Ability to gather, assemble, and analyze complex information, draw conclusions, conduct operational and strategic analysis, and develop recommendations for senior leadership decision-making. Ability to operate effectively in high-stress, rapidly changing environments, adapt to crisis situations, and communicate recommendations clearly and concisely to senior leaders, including the highest levels of government. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
