Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory Information Technology Specialist. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Duty Location: Sacramento, California This is not a remote position.

Major duties

The primary duties of this position are: Performs as a senior system analyst and technical specialist for the research, design, development, and implementation of new SCADA applications software, decision support systems, and deployment of general support systems. Develops and integrates specialized water and power operations control applications, control center graphical user interfaces, and data collection and transfer applications, ensuring compliance with scope, technical, and configuration control requirements. Ensures compliance with equipment maintenance and/or replacement plans and Reclamation information technology program requirements. Researches industry trends, vendor services and products for open market purchases; conducts cost/benefit analyses and recommends procurement actions to ensure CVOO general automation systems are current. Performs the full range of first level supervisory functions; plans work to be accomplished by subordinates, assigns work to subordinates based on priorities, giving consideration of the difficulty and requirements of assignments and the capabilities of employees; develops performance standards and evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters; interviews candidates for vacant positions and recommends appointment, promotion, or reassignment to such positions; hears and resolves complaints from employees. Represents the CVOO, the Region, and Reclamation on SCADA and operations decision support system program activities at meetings, conferences, briefings and other gatherings.

What you need to qualify

To be eligible for consideration, you must first meet the Individual Occupational Requirement for this position, meeting or exceeding the minimum proficiency level established for each of the required competencies: Attention to Detail, Customer Service, Decision Making, Information Management, Interpersonal Skills, Oral Communication, Problem Solving, Teamwork, and Technical Competence. In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-13 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience applying Information Technology (IT) security principles and methods, security regulations, policies, and requirements to create corrective action plans or Plan of Actions and Milestones (POA&M) for remediation actions associated with security controls; independently planning and carrying out the design, development, and implementation of complex hardware, software, network management, servers, and systems; providing administration and support functions for industrial control systems, servers, application software, telecommunication equipment, and network devices; conducting research, analysis, development, and maintenance on systems. These examples are not all inclusive. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 07/14/2026.
