The Department is committed to furthering the promise of self-sufficiency in every American while promoting economic development to revitalize rural, tribal, and urban communities across the country. The Office of Multifamily Housing is responsible for the overall management, development, direction and administration of HUD's Multifamily Housing Programs. HUD's Multifamily programs provide mortgage insurance to HUD-approved lenders to facilitate the construction, substantial rehabilitation, purchase and refinancing of multifamily housing projects. MFH is widely responsible for production, asset management and portfolio oversight, and recapitalization of assisted properties, and field operations. As part of the National Housing Act of 1934, Congress created the Federal Housing Administration (FHA) which later became a part of the Department of Housing and Urban Development's (HUD) Office of Housing in 1965. The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Management Analyst, you will: Analyze and evaluate on a quantitative qualitative basis the effectiveness of line program operations in meeting established goals and objectives. Evaluate and advise on organization structures, methods, and procedures. Analyze management information requirements. Develop, analyze, and evaluate new or modified program management policies, regulations, goals, or objectives.
What you need to qualify
You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: Specialized Experience for the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as: -Researching Housing policy and program information (qualitative, quantitative and financial) and providing recommendations. AND - Writing clear, concise, complete, grammatically correct reports or responses to policy or program inquiries. AND - Clearly and concisely presenting information, analysis and recommendations verbally to individuals and diverse groups (i.e. leading discussions, responding to questions) and working toward consensus. Specialized Experience for the GS-12, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as: - Assisting in implementing new policy or guidance for housing programs; AND - Working with management to resolve housing policy issues; AND - Participate in meetings for the purpose of addressing and preparing recommendations for improved operations and performance. Specialized Experience for the GS-11, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position is defined as: - Assisting in researching and investigating new or improved business and management practices for application to program or operation; AND - Reviewing program policies, regulations, goals or objectives for use in the management and direction of programs; AND - Serving as a liaison between offices in coordinating information, rules, directives, and reports for review. OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR COMBINATION: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. For the GS-12 you must have been at the GS-11 level for 52 weeks. For the GS-11 you must have been at the GS-09 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
