This vacancy is for a Training Specialist position in the Associate Director for Field Operations located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other Training Specialist, 1712-7/9/11/12, FPL GS-12, positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Major duties
Conduct organizational, occupational, and task analyses to assess training needs, identify performance gaps, and evaluate competency deficiencies. Design training programs, curricula, and instructional strategies for instructor-led, virtual, blended, and self-paced learning environments. Develop instructional materials, including instructor guides, participant manuals, job aids, presentations, exercises, and evaluation tools, to support effective learning delivery. Evaluate training effectiveness through assessments, participant feedback, performance metrics, and data analysis.
What you need to qualify
Minimum Education Requirement: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled OR Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. AND Specialized Experience: For the GS-07, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-05 in the Federal service. Experience for this position includes: Assisting with supporting training development and delivery activities by performing routine tasks related to instructional systems design and course administration.; Contributing to the preparation and maintenance of instructional materials and learning resources under guidance.; and Providing logistical and administrative support for training delivery and evaluation activities. Applicants must demonstrate and provide evidence in at least 3 of the above areas to be qualified. OR Education: One full year of graduate level education; or superior academic achievement. OR A combination of education and experience. Specialized Experience: For the GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service. Experience for this position includes: Applying instructional systems design processes to support the full training lifecycle, including needs assessment, instructional design, content development, delivery, and evaluation for instructor-led, virtual, and blended learning.; Supporting the development of training materials, including facilitator guides, participant resources, presentations, job aids, and assessments.; Ensuring training is in alignment with established learning objectives and organizational requirements.; and Assisting in developing debriefing materials to evaluate the effectiveness of training programs. Applicants must demonstrate and provide evidence in at least 3 of the above areas to be qualified. OR Education: Master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related. OR A combination of education and experience. Specialized Experience: For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 in the Federal service. Experience for this position includes: Applying instructional systems design processes to support the full training lifecycle, including needs assessment, instructional design, content development, delivery, and evaluation for instructor-led, virtual, and blended learning.; Supporting the development of training materials, including facilitator guides, participant resources, presentations, job aids, and assessments.; Ensuring alignment with established learning objectives and organizational requirements.; and Evaluating the effectiveness of training programs using various methods such as survey formats, focus groups, and debriefings. Applicants must demonstrate and provide evidence in at least 3 of the above areas to be qualified. OR Education: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related. OR A combination of education and experience. Specialized Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Experience for this position includes: Conducting organizational, occupational, and task analyses to assess training needs, identify performance gaps, and evaluate competency deficiencies.; Applying training techniques to modify, design, develop, implement and facilitate curricula and training materials for in-person, virtual, and online courses to meet training needs; and Assisting in evaluating the effectiveness of training programs using various methods such as survey formats, focus groups, and debriefings. Applicants must demonstrate and provide evidence in at least 3 of the above areas to be qualified. Education: Education cannot be substituted at this level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
