Supervisory Human Resources Specialist (Branch Manager Training and Organizational Development)
What you'd do

This position is located at Bureau of the Fiscal Service, Human Capital Division. As a Supervisory Human Resources Specialist (Branch Manager Training and Organizational Development), you will be responsible for developing, directing, and administering the employee development program and learning management system for Fiscal Service.
Major duties
As a Supervisory Human Resources Specialist (Branch Manager Training and Organizational Development), you will: Plan, develop, and administer Fiscal Service's employee development program, policies, and procedures--including the Service-wide Training Fund, annual training needs assessment, Management and Leadership Development Program, SES Candidate Development, Treasury Learning Management System, and New Employee Orientation. Evaluate effectiveness of the employee development programs. Plan, develop, and implement changes to correct deficiencies detected in these evaluations, and in other evaluations conducted by outside authorities. Provide training and educational services to employees, including executive, managerial, professional, specialized, technical, clerical, and general training courses administered through internal and external sources. Provide a full range of advisory services, including counseling and technical assistance, to all levels of Fiscal Service management about employee development.
What you need to qualify
You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year and indicate number of hours worked per week on your résumé. For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialize Experience for this position includes: Experience in training needs assessment, leadership development, and learning management systems. AND Demonstrated ability to plan, develop, and administer large-scale employee development programs. AND Experience in evaluating program effectiveness and implementing corrective actions. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
