Major duties

If selected for this position, you will join a well-respected team that is responsible for providing human resources services to the employees of the United States Attorney's office for the Southern District of California. Typical work assignments will include: Planning, developing, and administering a comprehensive Human Resources (HR) Program in accordance with existing rules, regulations, policies, and procedures. Advising Senior Management on the full range of human resources functions, analyzing issues, and devising recommendations for improvements. Planning, developing, and administering an effective recruitment and retention program. Providing guidance on position management and classification of positions. Providing advice and assistance on performance management. Overseeing employee training and development needs. Serving as the technical expert on all aspects of the personnel/payroll system. Serving as technical authority regarding compensation and leave administration. Maintaining personnel records and processing personnel actions. Administering a benefits program. Administering the personnel security and background investigation program and exercising demonstrable good judgement, discretion, and tact in handling confidential matters.

What you need to qualify

GS-13: To be eligible at the GS-13 level, you must have ONE year of specialized experience equivalent to the GS-12 level in Federal Service. Specialized experience includes performing the following types of duties: evaluating and managing a Human Resources program and providing technical advisory services to senior management, including Federal civilian recruitment and placement and two or more other functional areas such as: a) position classification; b) performance management; c) pay and compensation; d) employee benefits; or e) employee relations. Career Transition Assistance Plan (CTAP)-The CTAP provides eligible surplus and displaced competitive service employees in the Department of Justice with selection priority over other candidates for competitive service vacancies. If your Department of Justice component has notified you in writing that you are a surplus or displaced employee eligible for CTAP consideration, you may receive selection priority if: 1) this vacancy is within your CTAP eligibility, 2) you apply under the instructions in this announcement, and 3) you are found well-qualified for this vacancy. To be well qualified, you must satisfy all qualification requirements for the vacant position and receive a score of 85 or better on established ranking criteria. You must provide a copy of your written notification of CTAP eligibility with your application.
