What you'd do

The Office of Information Technology (OIT) is seeking Attorney-Advisers (Senior Special Counsel). As a Senior Special Counsel, you will provide expert legal counsel to the CIO and senior agency management in an increasingly complex and rapidly changing technology landscape as the agency addresses recently enacted legislation, Executive Orders, and OMB Directives.

Major duties

In this role as a Senior Special Counsel, you will be responsible for: Advising and working closely with the CIO and other Senior Advisors on OIT-related legal, compliance, governance, risk, and audit matters; Providing legal advice on IT-related legislation, Executive Orders, OMB Memoranda, and other governmental policy directives, including assessing any potential impact on agency systems; Working with the OIG for all IT, IT supply chain, and vendor risk management audit matters; Playing a leading role in OIT internal compliance self-assessments; Coordinating with offices on OIT-related legal issues; and Assisting OIT in reviewing draft rulemakings and agency guidance with regard to cybersecurity and IT related matters.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education. All qualification requirements must be met by the closing date of this announcement. BASIC REQUIREMENT: All applicants must possess the following J.D. or LL.B. degree --AND-- Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. (Note: proof of bar membership will be required before entry on duty. MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement. SK-16: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level. Specialized experience includes: Conducting legal research, writing, and analysis and developing recommendations, including with respect to the interpretation of federal legislation, Executive Orders, OMB Memoranda, and/or other governmental policy directives; Conveying analysis and information orally through briefings, consultations and other presentations; and Informing senior leadership of key milestones related to assigned legal tasks through collaboration with other attorneys on legal matters. See the How You Will Be Evaluated section below for more information: Legal Analysis and Advice: Utilizes expert legal knowledge to apply relevant law to the facts of each matter and effectively communicates advice based on that analysis. Critical Thinking: Considers a variety of factors, general and subject matter-specific, when making decisions and determining next steps. Problem Solving and Decision Making: Ability to identify and solve important problems relevant to program areas through sound and timely decision making, even in less than ideal situations. Technical Communication: Translates technical information into non-technical terms and accurately convey technical information to end users (e.g., staff, management) and outside parties, including the technical documentation of applications, systems, Standard Operating Procedures, etc.
