Major duties

The primary purpose of this position is: To serve as the Partnership and Interagency Coordinator (IC) responsible for facilitating integration and synchronization of Alaskan Command (ALCOM) and Alaskan NORAD Region's military planning and staff with the full range of Alaska-based federal, state, local, and non-governmental public, private sector agencies and regional partners and allies. The IC provides technical analysis, planning, and program implementation to support the Commander's operational integration with (but not limited to) a wide range of multiagency committees, councils, forums, and advisory boards such as the following: the Ted Stevens Center (TSC), Advisory Council Alaska (ACA), Anti-Terrorism Advisory Council Alaska (ATACA), Alaska Partnership for Infrastructure Protection (APIP), Alaska Air Coordination group (ACG), Western Alaska Area Maritime Security Committee (WAAMSC), Alaska Environmental SOC and ESG, Local Emergency Preparedness Council (LEPC), State Emergency Response Commission (SERC), FEMA Region X Regional Interagency Steering Committee (RISC), Marine Transportation System Recovery Unit, and the Intelligence Advisory Group (IAG). This sample listing of collaboration bodies gives a feel for the level of command engagement the IC has with HD and CS issue across Alaska. Duties Serves as the Interagency and Partnership Coordinator responsible for enabling ALCOM's joint staff collaboration efforts with interagency (federal) and Inter-organizational (state, local, public, private government and in some cases, national or bi-national) and non-government partners across the ALCOM JOA in support of homeland defense (HD) and civil support (CS) missions. Acts as the A&AC Commander's Responsible for initiating, maintaining and connecting A&AC command and staff with partners (regional, allied or Arctic) agencies, communities, and senior leaders across Alaska in order to develop trust-based relationships which lay the foundation for a rapid and effective Civil Support (CS) and Homeland Defense (HD). Serves as the Command's focal point for knowledge management related to Alaska interagency, partnership and engagement coordination and support, and serves as the primary DOD representative to State of Alaska partnership organizations. Support Command exercises by ensuring DOD interagency requirements are effectively tied into federal, state, local, or multinational exercises within the Alaskan JOA..

Conditions of employment: (cont'd) This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of planning and programming regulations, guidelines, and process to provide advice, expert opinions, and recommendations to the Joint Planning Group for plans and annexes which relate to Alaska's interagency partners; Extensive knowledge of evolving federal civil support guidance in order to apply creative and adaptive thinking to problems not easily solved by standard approaches and in locations where the interagency challenges are across vast distances and remote regions of Alaska and the Arctic; Knowledge of National Guard, Native American, state and borough organizations and leadership. The incumbent engages with private and public sector leaders to enable infrastructure protection planning, system resiliency, partnership building, and interdependency understanding and awareness; Knowledge of the missions, roles, functions, organizational structure, and operation of DOD, State government, and federal agencies located and operating within the ALCOM JOA. Develops trust-based relationships which lay the foundation for a rapid and effective Civil Support (CS) and Homeland Defense (HD). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the doctrine, policy, roles, and organization for homeland defense and civil support to coordinate interagency activities with senior and subordinate headquarters as well as all municipal, state and federal agencies engaged with homeland defense, civil support, and theater security. 2. Ability to develop implementation strategies from broad guidance such as the National Response Framework (NRF), Presidential directives, international agreements or treaties, and agency or service component directives. 3. Skill in managing interagency relationships and operations so that DOD plans and activities can be integrated and synchronized with the multiple agencies or partners of the public and private sectors. 4. Knowledge of and ability to apply advanced management and organizational principles and practices without direct oversight. 5. Knowledge of planning, programming, and budgeting regulations, guidelines and process, and thorough knowledge of the military command's facilities planning, acquisition, and management process. 6.Knowledge of and skill in assessing critical infrastructure, risk management, assessment methodologies, and the demonstrated ability to safeguard sensitive and classified information. Ability to communicate effectively and diplomatically in speaking and in writing, from public leadership forums to interpersonal electronic communication. Ability to analyze information, make timely and appropriate decisions, calmly and objectively solve problems, and navigate the complexities of politically sensitive DOD interagency partnerships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
