PROGRAM ANALYST
What you'd do
This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA HC/Operations Support Office.
Major duties
Serves as the Senior Program Analyst and Contracting Officer Representative (COR) responsible for the programmatic post-award contract administration. Reviews, upon request, contractor's proposals and advises the Contracting Officers of their technical adequacy and correctness, reasonableness of work estimates, and assures that there is no duplication of work or cost. Notifies the Contracting Officers if it appears contractors are arbitrarily enlarging the scope of the contract or delivery schedules, and thereby, obligating the Government to defray unanticipated costs. Monitors the contractor's efforts to ensure that the contractors are meeting the technical requirements and intent of the contracts in accordance with the required delivery schedules. Provides technical guidance to contractors on the technical requirements as set forth in the contracts and ensures contractors take appropriate corrective actions to resolve any discrepancies.

In order to qualify for this position, you must meet the requirements described below. Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience performing post-award contract management functions, contract modifications/delivery orders, and contract renegotiations, OR processing funding requests, formulating initial budget data, and monitoring acquisition timelines/statuses. Experience as a Contract Officer Representative (COR). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.? Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.? **Combination of education and experience is not applicable for this position.**
