Supervisory Loan Specialist (General)
What you'd do
These positions are located in Huntsville & Lufkin Area Office under Texas State Office, USDA-Rural Development. Positions serve as key members of the State Director's staff participating in planning, development & implementation of rural development and assistance programs. As supervisor, provides administrative & technical guidance to a group of offices responsible for administering rural development programs. This vacancy announcement is open to current Rural Development Employees only.
Major duties
Directly supervises specialists and technicians in area offices to establish priorities, performance and work assignments. Provides leadership in implementing community development principles of RD mission to ensure service delivery in rural America. Provides input for State Strategic plan to meet needs of service delivery. Plans, directs and coordinates Business, Community and Housing Program operations for assigned areas, including credit counseling, application, servicing loans and grants and commercial credit analysis. Leads marketing efforts to promote programs and service of Rural Development.

Time in Grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. TIG must be met by the closing date of this announcement. For the GS-13 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: experience processing and servicing a full range of commercial and/or complex realty loans; servicing a loan portfolio of a bank or other loan association beyond consumer loans; or similar work which provided a knowledge and understanding of the technicalities of financing and credit of loan and/or grant programs. Experience must demonstrate use of judgment in providing financial management guidance to borrowers; ascertaining and analyzing borrower's financial capacity, and evaluating the general economic and financial conditions that affect the organization risk in granting, guaranteeing, or insuring the loan; and demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs. There is no education substitution for this grade level. Note: To be considered for this position, you must meet all qualifications and eligibility requirements for the GS-1165 series set forth in this Office of Personnel Management (OPM) Qualifications Standards by the closing date of the announcement.
