SUPV HR SPECIALIST (RECRUITMENT AND PLACEMENT)
What you'd do
You will serve as a SUPV HR SPECIALIST (RECRUITMENT/CLASSIFICATION) in the BUSINESS DIRECTORATE of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.
Major duties
You will direct staff in preparing, tracking and coordination of hiring requests from initiation to final processing. You will develop suspense tracking systems and establish coordination of Requests for Personnel Action (RPA). You will review historical recruitment practices and local labor market conditions to develop and provide sound staffing strategies. You will recommend various personnel actions including promotions and reassignments. You will provide guidance on the establishment of new/revised position descriptions and re-descriptions of aged position descriptions, effects reorganizations/realignments, generates classification advisories, etc.
What you need to qualify
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing expert federal civilian advisory services for command-wide Human Resources (HR) operations in the areas of recruitment, classification, workforce shaping, and reporting functions; 2) Advising management on federal civilian recruitment strategies, sources, and special programs; 3) Providing guidance on Merit System Principles, prohibited personnel practices, and the development and use of valid screening selection criteria; 4) Developing employee performance standards and making formal and informal appraisals of work, giving advice, counsel and/or instructions to employees; and 5) Overseeing a major classification and position management program for a command.
