This position is located in the Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing. Washington D.C. is a potential duty location for this position; however, the Washington D.C. office is expected to relocate to Alexandria, Virginia. Selectees may be required to report initially to Washington, D.C and later report to Alexandria, Virginia.

HUD's Mission The mission of the U.S. Department of Housing and Urban Development is to foster strong communities by supporting access to quality, affordable housing, expanding the housing supply, and unlocking homeownership opportunities for the American people. The Department is committed to furthering the promise of self-sufficiency in every American while promoting economic development to revitalize rural, tribal, and urban communities across the country. This position is located in the Office of Public and Indian Housing (PIH). PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities. As a Supervisory Management and Program Analyst, you will: Prepare various trend analyses, identifying unfavorable trends, situations, ratios, and deviations from standards as a result of conducting program data analysis, conducts cost-benefits analyses, and writes reports and conduction special studies and evaluations. Review and evaluate program, financial, resource management, and contract operating reports, and prepare analytical comments and oral and written reports (graphs and charts that present clear, concise, and effective analytical results of evaluations and studies performed; and provides formal presentations) for senior management with respect towards meeting program and policy objectives. Interpret and analyze new or proposed program and financial legislations, regulations, or other authoritative guidance from both internal and external sources to include: OCFO, OCHCO, OGC, OMB, Treasury, and EEOC to determine impact on management processes, operations and program activities, and includes recognizing implications of immediate and long-range management activities, plans and decisions. Assist managers with drafting a variety of progressive discipline and performance related materials including, but not limited to informal formal disciplinary letters, performance improvement plans, opportunity to improve plans, for submission and approval by OCHCO subject matter experts, and OGC, as necessary. Serve as advisor to senior management within the PIH on critical, sensitive or confidential matters as they pertain to the equal employment opportunity program, employee and labor relations program, and other assigned special projects and programs.

What you need to qualify

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Performing a wide range of qualitative and or quantitative methods for the assessment and improvement of program requirements, processes and systems; AND Developing and coordinating new and/or revised policies and methods for management review consideration; AND Evaluating program administration and achievement of objectives to ensure compliance with policies and regulations; AND Assessing effectiveness of programs and suggesting new customer service policies and policy changes; AND Developing methodologies to generate analysis and create reports utilized by management to monitor program performance. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
