Major duties

The Regional Administrator (RA) is the principal Federal Aviation Administration (FAA) representative for a specific geographical area comprised of several states. The RA serves as the senior agency official in the region, providing cross-functional oversight and leadership on complex, cross-organizational matters (e.g., environmental issues, airports development, aircraft noise concerns, airspace modernization, Unmanned Aircraft Systems, and other major program initiatives) for the FAA Administrator, Deputy Administrator, Associate and Assistant Administrators, and Executive Director, for National Engagement & Regional Administration. In discharge of these responsibilities, the RA coordinates key FAA functional areas to include public affairs, regional counsel, human resources, airports, air traffic, flight standards, civil rights, and security and hazardous materials safety, which includes approximately 487 FAA employees, to include senior employees at the Executive and K-band levels. The following grade levels of individuals report directly to the RA: Deputy Regional Administrator, (FV-K), and Senior Advisor (FV-J). The RA oversees an office budget of approximately $323.4K annually. Principal Responsibilities: Represents the agency in regional contacts with Congressional and local elected officials; aviation industry; federal, state and local agencies; military services; aviation organizations; educational institutions; and civic and private groups. Resolves local issues and concerns. Serves as the regional entry point for aviation and political stakeholders (e.g., State Aviation Directors and National Association of State Aviation Officials) for issues when more than one FAA organization is involved. Maintains contact with and responds to media interest and inquiries regarding regional FAA activities. Delivers FAA messaging on national and regional issues and topics such as funding levels, budget updates, policy impacts and aviation education opportunities. Builds relationships with external leaders to enhance communication and support for FAA initiatives such as airfield and airspace modernization. Participates in associated local events, international delegations, and special projects. Serves as executive leadership with other DOT modes and engages in OneDOT discussions, planning related to the DOT National Response Program (ESF-1), and the associated interface with the Federal Emergency Management Agency. Acts as regional commander-in-charge during crisis or emergency situations.

To meet the minimum qualifications of this position, you must clearly articulate and describe within your two (2) page resume evidence that you possess the Executive Leadership Dimensions (ELDs) and Mandatory Technical Requirements (TRs) related to this position. MANDATORY TECHNICAL REQUIREMENTS (TRs): TR 1: Demonstrated leadership experience developing and delivering communications to articulate technical information to internal and external stakeholders on aviation related topics such as aircraft noise concerns, general aviation safety, and Unmanned Aircraft Systems (UAS). EXECUTIVE LEADERSHIP DIMENSIONS (ELDs) ELD 1: Commitment to the Rule of Law and the Principles of the American Founding - This ELD requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ELD 2: Driving Efficiency - This ELD involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ELD 3: Merit and Competence - This ELD involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. ELD 4: Leading People - This ELD involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ELD 5: Achieving Results - This ELD involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: Applicants who are current Officers or Executives (EV-1 or EV-2 level) of the FAA Executive System (FAAES), Career Senior Executive Service (SES), individuals certified through successful completion of an OPM-approved SES Candidate Development Program (SESCDP), or those with Career SES reinstatement eligibility are not required to address the Executive Leadership Dimensions (ELDs). Such applicants must provide documentation verifying eligibility for noncompetitive appointment to the FAAES (e.g., SF-50, or certification from OPM's SES Qualifications Review Board (QRB).
