About the Position: This position falls under the DoDEA HQ Education Directorate - Secondary Education Division Secondary Content Area Branch - located at the Mark Center Building in Alexandria, VA. This position is not covered by a bargaining unit.

Major duties

Provide strategic leadership in Classical Education for a globally positioned education system by developing and implementing short- and long-term, research-based goals aligned with DoDEA's strategic priorities to improve student achievement. Serve as the DoDEA Classical Education SME for leading systematic review of Classical Education curriculum, standards, and assessments to develop a comprehensive, clearly articulated curriculum for Classical Education. Create and facilitate professional learning packages for staff regarding best practices in Classical Education aligned with DoDEA’s instructional expectations. Teach Classical Education courses as needed to ensure the successful launch of new Classical Education courses in a virtual environment. Provide coaching to teachers of Classical Education courses in the pedagogy of Classical Education. Establish and report on SMART goals to evaluate program impact and drive continuous improvement. Serve as a subject matter expert in curriculum, instruction, and assessment, and reports progress on policy updates and strategic initiatives to leadership regarding Classical Education. Contracting Officer’s Representative (COR) duties in the selection, procurement, provisioning, and implementation of instructional resources for Classical Education programs. Provide information to headquarters, region, and district leaders on all Classical Education issues ensuring a mutual understanding of content and pedagogy. Other responsibilities related to the work of the Classical Education ISS as assigned.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic requirement for an Instructional System Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: teaching at the secondary grade level (grades 6-12) in Classical Education (i.e, instruction of subject matters such as: western civilization, ancient Greece, European and/or American history, geography, math, science, phonics, grammar, classical virtues, or Latin through the use of teacher-led, whole-class instruction or Socratic questioning) for at least 3 years; applying instructional programs methods for Classical Education; drafting curriculum standards with an emphasis in Classical Education; developing annual budgets for short-term strategic planning; conducting independent research to assess Classical Education curriculum effectiveness; collaborating with teachers and/or administrators to determine best practices for Classical Education; and aiding in oral or written presentations to stakeholders regarding the planning and development of Classical Education programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service or equivalent (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement for both education AND experience. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
