Safety and Occupational Health Specialist (Safety Officer)

This position is located on a Forest Service Civilian Conservation Center. The incumbent serves as a Safety and Occupational Health Manager and is responsible for planning ,directing, coordinating, and evaluating a 24-hour safety and occupational health program. Major duties
Plans, organizes, coordinates, directs, evaluates, and financially advises on a comprehensive safety and occupational health program. Develops and prepares annual local safety and occupational health plans through adaptation of DOL and Forest Service instructions and policies; prepares program of work and associated budget. Addresses procedures for regulatory compliance and Center-wide use, e.g., Spill Prevention Control and Countermeasure plans, Hazardous Waste Minimization, Pollution Prevention plans, Environmental Protection and Enhancement Regulation and OSHA. Interprets and applies rules and regulations established by the Forest Service, Department of Agriculture, Department of Labor, National Fire Protection Association, and other regulatory agencies. Coordinates safety and occupational health activities with representatives of the medical, personnel, security, and other organizational components. Conducts worksite safety inspections on new construction and building alterations to determine the degree of compliance with standards and regulatory criteria; recommends procedures to control or eliminate hazardous operations or conditions. Monitors the project(s) during the course of the construction to ensure compliance with applicable safety related standards. Basic Requirement: GS-0018: Major related to safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR experience in safety and occupational health that provided the specific knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience Requirement: For the GS-09: Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level and specialized experience in the Federal service. Specialized experience is defined as three or more of the following: Conducting safety training in the field or classroom; and/or participating in after action incident reviews; and/or implementing project job hazard analyses; and/or participating in the applications of risk management principles in the development or implementation of work projects or field operations. OR a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in one or more of the following disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level in one or more of the following disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology). For the GS-11: Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level. Specialized experience is defined as three or more of the following: Participating or assisting in the development and implementation of a unit safety and risk management program; and/or organizing, coordinated, and conducted training in the field or classroom related to safety and risk management; and/or organizing and conducting accident investigations, after action reviews and facilitated safety learning analyses; and/or reviewing and preparing project job hazard analyses. OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Acceptable fields of graduate coursework include, but are not limited to safety or occupational health fields (safety, occupational health, industrial hygiene) or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
